“What I see here is disgusting," Senator Thom #Tillis (R) told Jen Psaki on MS NOW, referring to President #Trump's two top aides — James Blair and Chris LaCivita — travelling to Banja Luka to support #Dodik's party ahead of 🇧🇦's 4 October election. Tillis noted that, as the Republican lead of the Senate #NATO Observer Group, he has been to 🇧🇦 and met Dodik: "I've met with #Dodik. I know he's a bad guy, and I know he's part of the chess game that #Putin would love to have after he takes a piece in #Ukraine, to move through #Moldova and basically re-emerge or try to re-establish the Russian empire." Tillis said he had heard some Republicans argue it is normal to give advice to other countries. His response: "Not to Putin and the Russia-aligned. What we have here is advising someone who has been trying to destroy the tenuous situation we have post-Kosovo. He is not in power now, but he is the most powerful person in Republika Srpska. That is the problem. We're trying our best to survive in the Senate, and we've got two of the most prominent advisers in the country — out of the country — advising a Putin-aligned leader." 🔗

Over 1.4 million voters cast their ballots at Sunday's elections in 🇧🇦. The biggest winner and the biggest loser were both off the ballot. The winner: Milorad #Dodik. The loser: the 🇪🇺. This evening, for BBC News (World) , I explained what this means for 🇧🇦: how Dodik went from a wanted man on Western sanctions lists, unable to legally leave the country, to a guest at the White House and the Kremlin, and now the dominant figure in an election he was not even standing in. He won it by courting #MAGA and the European far right, casting himself as a defender of Christian values against Muslims. The 🇪🇺 was the biggest casualty. For the first time in decades it was largely absent from the campaign, no longer a card to win votes with, but for some, like Dodik, a punching bag to rally support against.

“A balancing policy [by 🇷🇸 President Aleksandar #Vučić] between #Russia, #China and #Europe is not possible,” 🇩🇪 Chancellor Friedrich #Merz told reporters after today’s #EU-Western #Balkans Summit, where he held a one-on-one meeting with Vučić and later joined talks alongside Emmanuel #Macron, António #Costa and Ursula #vonderLeyen. Merz underlined: “We told him very clearly what we expect, but we also made clear that our offer is to open the path to the 🇪🇺.” Merz concluded: “🇷🇸 must clearly decide where this country sees its future. And if #Serbia’s answer is 🇪🇺, then #Europe’s answer is #Serbia.”

“In Belgrade we have a problem,” warns 🇪🇺 Commissioner Marta #Kos after her meeting with 🇦🇹’s foreign minister in Vienna. Kos warned that “when members of the European Parliament are called scum, it reveals a questionable understanding of democracy,” concluding that President #Vučić’s and Speaker #Brnabić’s “statements against the EU will also not improve Serbia’s reputation in Europe.” Her advice to the 🇷🇸 government is “to focus on the EU reforms that they only recently pledged to president von der Leyen and to me.” Kos sketched what she described as “a possible way out of the crisis”: “Build a #judiciary that is independent and able to fight corruption effectively. Ensure that #media can work freely and independently. And a reform of #electoral #law that guarantees that only the will of the Serbian people decides the majorities in parliament.” Kos also underlined that “people have the right to protest” and that “the severe violence on the streets of Serbia, acts of vandalism, must stop.” She expressed expectation for “the police to act appropriately and respect fundamental rights.”

The second distraction will be the Balkans. At least, if the countries of the world, the partners, do nothing now, there will be another such ‘explosion’, and again, not a new story. “At least one of the [Western Balkans] countries, namely 🇲🇪, is practically ready for accession. The country could now enter the final stage of the process,” 🇩🇪 chancellor Friedrich #Merz said after today’s European Council. However, Merz said one key question remained unresolved: “[Should] all [Western Balkan countries join] together, or one after another? There are good reasons to say: all together. But there are also good reasons to say: one after another.” Merz added that, at his initiative and on the basis of the 🇫🇷-🇩🇪 non-paper, “this will be discussed at the next European Council in October.” He stressed that, for him, “it is important that we do not decide #whether to accelerate the accession processes, but that we decide #how we can accelerate the accession processes.”

When asked about the idea recently floated by leaders of 🇦🇱 and 🇷🇸 in an #FAZ op-ed—full #single #market and #Schengen integration as an interim step towards full 🇪🇺 membership—Commissioner Marta #Kos told #PoliticoEurope that “it will ultimately depend on the direction [#EU] member states choose to take.” But Kos explained that such model already exist with countries like 🇮🇸, 🇳🇴, and 🇨🇭, and that they “can take part in discussions in the Council, but they do not have voting rights,” concluding that “this shows that there are already models for deepening relations outside full membership, and we should carefully consider what is already working well.” On #Vučić and #Rama, Kos also warned that she is “not sure whether both of those leaders fully appreciate how much needs to be delivered to become part of Schengen or the internal market. There are extensive reforms required, especially regarding the rule of law.”

“This is the time to enlarge the 🇪🇺,” says Johann #Wadephul, 🇩🇪 foreign minister, speaking in Berlin this evening alongside his 🇫🇷 counterpart. Wadephul added that there is “a concrete and realistic possibility that, within two years, the 🇪🇺 could be enlarged by one or two, perhaps even three countries from the Western #Balkans [he did not specify which three countries], and also by two northern countries [🇮🇸 🇳🇴].” In Wadephul’s view, this “would clearly show that we are attractive and that we are on a good path to becoming the third superpower in the world.” He also reminded the audience that the Western Balkans were promised membership in the 🇪🇺 25 years ago, and that “it is now time for them to deliver by achieving the criteria and for us to give them a real opportunity to join.” Wadephul also [joked?] that he would be “open to 🇨🇦 joining as well.” #Europe2026
