The family wasn't home. Boomer weighed only about 5 pounds. But the camera was watching. Police arrested 43-year-old Richardson Noel and charged him with aggravated animal cruelty. His employer, ELDante HVAC Services, terminated him after learning what happened. Thankfully, Boomer survived and is back home recovering.
