“It is our job…” Let us all bring this to Senator Pia Cayetano’s attention and condemn her deliberately misleading of the Filipino people on the role of Senators of the Republic. The Constitution does not appoint Senators as project brokers, nor does the Senate Rules make “inserting funds” into the GAA an individual Senatorial job description. Congress has the constitutional power of the purse— Senators may scrutinise the Executive budget, conduct hearings, propose amendments, deliberate and vote on appropriations. But that legislative authority is institutional, not a personal entitlement to a pot of money that a Senator may insert, allocate, promise or subsequently influence. And this is precisely where the rhetoric surrounding “budget insertions” becomes dangerous. Government projects are supposed to be planned, evaluated, prioritised and implemented by the appropriate Executive agencies, pursuant to law and the appropriations enacted by Congress. Senators legislate and exercise oversight; they are not supposed to become project managers, contractors, distributors or political gatekeepers for government funds. There is a reason for that separation. Once politicians begin identifying projects for themselves, securing funds for them, promising them to constituents and then exerting influence over their implementation, the boundary between legislation and patronage starts to disappear. That is fertile ground for conflict of interest, political favouritism, corruption and the old-fashioned pork-barrel system that the Supreme Court’s jurisprudence has already placed under serious constitutional scrutiny. So when Senator Pia Cayetano presents the practice of individual Senators “inserting” funds as though it were simply part of their ordinary job, she is doing more than merely misleading the public about what the law says. She is normalising a practice that the constitutional framework was designed to restrain. A Senator’s duty is to legislate, scrutinise, deliberate and oversee— not to treat the national budget as a personal project menu. And if an interpretation of the law encourages other legislators to believe that they are entitled to insert projects, demand allocations and involve themselves in their implementation simply because they are Senators, then that interpretation deserves to be challenged, not propagated. You cannot defend questionable practice by repeatedly calling it “the job.” If it is not found in the Constitution, the Senate Rules or the lawful functions of a Senator, calling it a Senatorial duty does not make it one. It merely gives an inappropriate practice a respectable name.

This is Davao City the other day, a city purportedly the safest in the Philippines. Criminalities on a daily basis. Ironically, it is the same city where many people have either disappeared or killed. The same city where women were either raped or abused, consistently highest with such incidences. A city where the former mayor and self-confessed abuser of women would say, “dapat mauna ang mayor.” This is the same city where drugs are found or raided by a functioning police organisation independent of the mayor’s control, much to the dismay of the current city mayor. The same city where a Vice President comes from and recently criticised the national government for not using its intelligence fund effectively. This is the same city whose current mayor is a useless, good for nothing uneducated fool and a destabiliser.

Congressman Pulong Duterte, do you ever feel bothered by your conscience seeing the people of Mindanao losing their lives and suffer in the way they do, year in year out because of flooding? When you took the P51 billion from the taxpayers’ money during your father’s failed administration, under cover of the stench of thousands of deaths and the dying from the Covid19 pandemic, did you and your father not not think about the ordinary people of Mindanao and elsewhere who has been suffering from the corruption your family brought into the nation of 115 million Filipinos? Your father, the inutile Rodrigo Duterte, knew of the corruption that has plagued the country for so long. But he was to tell the nation later— “there’s nothing I can do.” Instead of fighting it as he promised, he not only joined the criminal enterprise— he became the figurehead and centralised his government’s criminal operations, thereby optimising his grip on power and influence. Funding for flood control projects were not only stolen and manipulated, he entrenched and consolidated people into positions of power and influence, himself as the kingpin. Under his regime, flood control projects fund scams flourished and made its heyday. He became the very symbol and protector of corruption he sought to overcome. Fast forward in the middle of the impeachment trial against Vice President Sara Duterte, we witnessed her thick-skinned Chief of Staff Zuleika Lopez, callously declaring— “prepare for Typhoon Inday” as if the tragedy is not enough. On its latest, Typhoon Inday killed 5 people and 6 others missing in one location alone in Maguindanao for a total of 17 deaths and 9 missing in the Visayas and Mindanao which bore the brunt of the deluge. And it’s only just the beginning, there are many more destructive typhoons to come. And whilst Mindanao and the Visayas was suffering, the Dutertes were either gallivanting or busy politicking; their fanatics sowing destabilisation against the very government that exposed their evil deeds. What a state of affairs of Mindanao and its supposed leaders!

Senator Pia Cayetano proudly brands herself as a champion of women and OFWs. Yet when confronted in 2018 about Rodrigo Duterte’s controversial kiss of an OFW— a moment that many women found degrading— she refused to give a straight answer. The OFW’s husband would have watched horrified as the carnal Duterte, a self-confessed abuser of women, stuck his tongue out and into the mouth of of the OFW who just had to close her eyes shut and unable to do anything. That is the Cayetano brand of politics: loud about principles when it is safe, silent when it matters. Pia and Allan preach morality and accountability, yet conveniently look away when their political allies cross the line. Their righteousness is nothing more than selective outrage wrapped in sanctimony.

The further exchanges between Attorney Kapunan and Attorney Ferrer only make the earlier confrontation more revealing. What initially appeared to be a disagreement over documentary evidence increasingly exposes what can only be described as a questionable approach by the defense. Instead of working with the prosecution to identify and utilise common documents, the defense is determined to argue over the most superficial aspect of the evidence—the covering page— rather than deal with the substance contained in the documents themselves. And this raises an obvious question: if these are the defense’s own documents, why are they seemingly so reluctant to agree to their use? The prosecution’s position appears simple: use the same documents, stipulate where possible, avoid needless duplication and move the trial forward. Kapunan even indicated that the prosecution was prepared to use the defense’s own documents simply to break the impasse. Yet the defence continues to resist. That is where the conduct becomes curious. Is there something in those documents the defense does not want examined? Are they attempting to avoid having the documents formally admitted because their contents may become more damaging once stripped of procedural distractions? Or is this simply another delaying tactic designed to prolong a trial that should be dealing with the substance of the allegations? Are they defending the case— or defending the delay? In litigation, when the evidence is favourable, you normally want it before the court. When the evidence is not favourable, you find reasons to keep talking about everything except the evidence. And that, ultimately, is what makes this exchange so telling.

Senator Pia Cayetano— A textbook example of a moralising hypocrite and a sanctimonious moralist. Pia Cayetano is the first sitting lawmaker to face a formal Senate ethics complaint for spreading altered media while actively serving as a Senator-judge in a constitutional impeachment trial. Her situation is legally and historically unprecedented in several ways: — Breach of the impeachment oath having compromised the strictly mandated impartiality of an active Impeachment Court. — Splicing official Court proceedings having deliberately manipulated the Senate's own official trial records. — Direct violation of the sub judice rule for using social media to troll a prosecutor and distort active testimony while the case is ongoing — Violation of the new lawyer’s code (CPRA) for handling digital disinformation. Nothing undermines one’s moral authority more than expecting truth and accountability from others whilst being criticised for sharing social media content that amplified false or misleading political narratives. A public official who circulate questionable information does not merely damage her own credibility— she risks eroding public trust in democratic discourse itself. Her conduct during the impeachment proceedings against Vice President Sara Duterte only reinforced that perception for many observers. Her questioning was widely viewed by many as more protective of the respondent than reflective of impartial scrutiny. Her attempt to lecture Chel Diokno— despite his decades of litigation experience, academic leadership having been a law school Dean, and constitutional expertise— struck many as unwarranted arrogance rather than reasoned advocacy. The same dismissive attitude extended toward colleagues who are not lawyers, as though legal credentials alone conferred a monopoly on wisdom. This arrogant and fake-news-peddling Senator must be expelled and disbarred.

Former Senate President Sotto just schooled the new Senate President Cayetano, along with his Senate Majority Leader who led the coup at the Upper Chamber. Sotto laid bare the abuse of discretion and procedures committed by the new leadership in citing contempt charges against the NBI agents tasked to serve the arrest warrant for Senator Bato dela Rosa on charges of crimes against humanity. Sotto cautioned the new Senate majority of such breaches on the use of contempt discretions outside of current protocols having been issued after the NBI agents were seen chasing down the fleeing Senator Bato inside the Senate premises.

How does someone supposedly holding a degree, having graduated from higher education, and occupying a professional or national government position reach that level while struggling to communicate competently in either Pilipino— the national language— or English, the principal international language? Was the curriculum taught entirely in Visayan? If so, is that really an acceptable standard for someone expected to function in national institutions? Regional languages deserve respect and preservation, certainly— but respect for linguistic diversity cannot become an excuse for the absence of functional competence in the languages required for national public service. A diploma or degree should signify more than completion; it should signify competence. Otherwise, what exactly are our schools certifying? Perhaps our national government start looking into this matter.

Rowena Guanzon: a scourge of our modern society. Please help us spread awareness of this disgusting and contemptuous behaviour of one called Rowena Guanzon. The public display of such arrogance and uncivilised conduct should never be normalised in our modern society. This is the typical behaviour of a DDS fanatic normalised by the Duterte family. The tragedy is that the same kind of impertinent behaviour now pervades our society and among our children. This is the contribution of the Duterte family and that of their supporters in a nation fractured by politics and impunity. The vulgarity and impertinence exhibited by Rowena Guanzon in public and inside a privately owned shopping establishment, should be more than enough for the victims and the mall owners/ administrators to sue for public scandal and libel damages. Another day, another scripted production from the Vice President Sara Duterte’s camp. This filmed walk-out of Attorney Poa and the defense team after submitting their pre-trial evidence was not legal advocacy, but was a political theatre. A staged zarzuela designed to generate media mileage and victimhood narratives. The irony is that despite years of image laundering, message control, and carefully managed optics, even fake news peddling, the Vice President remains hounded by allegations involving corruption, confidential funds, and misuse of public resources. Again, her PR team and handlers doing very poorly. Public relations can edit videos. It cannot edit facts. And no amount of choreography can outrun accountability.

Where in the world do you see the supposed witnesses in a Senate investigation becoming the personal bodyguards and protection of the very Senators investigating them? They have made the Senate chamber a scene of spectacle with a bogus Blue Ribbon Committee hearing led by the ex-BRC Chair with the shortest stint, and her sibling charged with obstruction of justice and who is equally the shortest cumulative Senate President since 1953. They were aided by another Senator charged with bribery and plunder. The result was a total waste of people’s money. The work they did was illegal and unconstitutional.

Senator Marcoleta has been found out manipulating the direction of the flood control project scandal probe by having the Discayas be put under the Witness Protection Program of the DOJ early and without correct procedures in order to steer away the spotlight from the clear involvement of the Duterte administration and some Senators he is protecting. Bear in mind, it is during the time of Duterte where the Discayas and their companies were most active and was in fact the top Contractors between 2016-2022. An abusive Senator Cayetano berating the former OSAA Chief General Samonte, even infront of the glaring public at the Senate Hall. This are the shorter and longer videos in the session hall taken at different angles after the attempted serving of arrest warrant against the fugitive of law, Senator Bato dela Rosa on charges of crimes against humanity under the ICC. Bato repeatedly berates the journalists and the public asking legitimate questions. We then see the coup-installed Senate President, Allan Peter Cayetano castigating General Samonte infront of the public. Cayetano then had General Samonte removed and replaced by Retired General Mao Aplasca a day after. An interesting note is that Aplasca and Bato were classmates and close friends during their time at the PMA. Two days after taking over the OSAA, Mao Aplasca showed his abusive nature by accosting and attempting to arrest a law enforcement agent from the NBI when he does not have the right to do so. He fires his long firearm repeatedly 17 times towards the agent and a blue guard detailed at the adjacent GSIS building. Currently, General Aplasca, ex-convict Senator Robin Padilla, and the abusive and lying son-of-a-gun Senate President Allan Peter Cayetano are now Persons of Interest by the NBI for aiding and abetting the escape of a fugitive of the law, Senator Bato dela Rosa.

Cayetano has not only lost the respect of many of his Senate colleagues; he has gone from being the functionally shortest-serving Senate President, with virtually zero legislative achievement to his name, to facing allegations of obstruction of justice for assisting the escape of a fugitive from the law. In a startling testimony before the House Quad Committee, former Colonel Royina Garma has directly implicated former President Rodrigo Duterte in orchestrating extrajudicial killings (EJKs) during his administration. According to Garma, Duterte personally directed the creation of a national task force aimed at replicating the notorious “Davao Model” of anti-drug operations, which incentivised police officers to kill suspects through a reward system. These revelations are seen as some of the most damning evidence to date, as Garma's affidavit describes how Duterte, along with Senator Christopher "Bong" Go, played key roles in overseeing the execution of these killings. Garma detailed how she was instructed by Duterte in a 2016 meeting to identify a police officer to spearhead this campaign, ultimately selecting Colonel Edilberto Leonardo.
