Djibouti is the graveyard of Pan-Somalism, where the Free Republic of Somalia was buried. The Arta process gave birth to the Third Republic, which shattered the hopes of the displaced Somali people. Djibouti is the first place to seize land from free Somalis both Somaliland and Somalia and it works directly with Somalia to take territory from Somaliland. The so-called Issa Charter (Xeerka Ciise) was a plan designed to tell the Issa that they were no longer a clan but a nation, in order to mobilize them for war and use them as a tool to seize land from the Somali state. Meanwhile, the Issa themselves lost their own land, with the direct involvement of Issa leaders. The Prime Minister of Ethiopia declared in Dire Dawa that it is an Oromo city the first time an Ethiopian prime minister has ever publicly made such a statement. Likewise, the land long disputed between the Afar and the Issa remains under Afar control to this day. The Issa traditional leader, who remained silent about Dire Dawa being handed to the Oromo and about the loss of Afar land, instead spoke in Zeila, calling on all Issa to mobilize and move wherever necessary to fight. The objective is clear: Issa land inside Ethiopia is being taken away, while the Issa are being pushed to serve Djibouti’s agenda of acquiring other Somali lands.
