Last evening, I joined tens of thousands of members of the Zoe Ministry and Prophet Elvis Mbonye at the Zoe Grounds for the National Tribal Expo. I had the honour of representing His Excellency the President Yoweri K Museveni , who had been invited to attend the event but, due to prior commitments, graciously delegated me to represent him. On his behalf, I delivered his speech and conveyed his message to the gathering. Title: How Much Has Uganda Lost? Yesterday in Bundibugyo, I saw the shocking remains of Tokwe Bridge, reportedly constructed at a cost of 350 million, yet found without basic steel reinforcement. The bridge collapsed before it could even be commissioned. And this is not an isolated story. Over five bridges have been washed away in Bundibugyo. How much public money has Uganda lost in this madness? What does Uganda need? President Yoweri Museveni has done his part for Uganda, but we as leaders and citizens have let him down. Government provides resources for infrastructure and services, but corruption, poor supervision and shoddy workmanship continue to rob our people. Let everyone involved answer. Where did the money go? Who designed, supervised, certified and paid for these works? Who approved them? Who benefited? We must establish the facts, recover every lost shilling and hold those responsible accountable. Whoever ate even a cent meant for these bridges will vomit it. The era of eating public funds is over. Zero tolerance to corruption. Value for money. Improved service delivery. Uganda must work for Ugandans.

On my way to lower Kapchorwa belt this morning, I met the Kindest women of Tingey County to thank them for their assistance given to the school children who got involved in accident which cost dozen of lives recently. I also thanked them for voting our GS Hon Twallah Fadhil.

This morning, accompanied by the Regional Internal Security Officer, officers from CID, and the State House Anti-Corruption Unit, we conducted an unannounced inspection at Busiu Health Centre IV, the largest health facility in Mbale District. I commend Dr. Mawumbe Bernard, Dr. Balayo Isa Mustafa, the midwives, nurses, and all health workers I found on duty. Your dedication and commitment to saving lives are truly appreciated. Our inspection revealed that Busiu Health Centre IV is overwhelmed by the growing number of patients. The facility urgently requires expansion, additional health workers, and more medical equipment to improve service delivery and meet the healthcare needs of the people. Access to quality healthcare is a constitutional right of every Ugandan. The Ministry of Local Government will work closely with the Ministry of Health and other stakeholders to ensure this critical facility receives the support it deserves. To all public servants serving with integrity, thank you. To those who neglect their duties or misuse public resources, be warned: our unannounced inspections will continue. Every Ugandan deserves efficient, accountable, and people-centred public services. Together, let us build a cleaner, more transparent, and more effective local government system. Today, while inspecting a bridge project in Bulambuli Town Council under our national “Expose the Corrupt in Local Government” campaign, we uncovered serious irregularities. The bridge that was constructed is only about half the size of what was specified in the approved Bill of Quantities (BOQ). Even more disturbing, the contractor used black soil as the foundation and final connecting layer instead of the required hardcore and swamp reinforcement materials, in complete disregard of the approved engineering specifications. These actions have caused Government an estimated loss of UGX 500 million and represent a blatant misuse of public funds. The Bulambuli Town Council Engineer and the Town Clerk have fled and are currently on the run. They will be apprehended and held accountable, together with anyone else found to have participated in this fraud. This is exactly why we launched the “Expose the Corrupt in Local Government” campaign. Those who steal from the people and compromise public infrastructure will face the full force of the law. Every shilling of taxpayers’ money must work for Ugandans.

Bundibugyo has made a statement . One of the biggest and most impactful Expose the Corrupt campaign rallies we have held across the country so far. The people spoke loudly, boldly and clearly. The message is simple: Zero tolerance to corruption. No more stealing public resources. No more impunity. We must restore accountability, value for money and improved service delivery to our people. Last evening, I addressed thousands of Mbale City residents following serious disagreements with the city technical authorities over the excessive increase in market dues and the creation of “landlords” within the market effectively denying poor traders a fair opportunity to prosper, contrary to the directive of His Excellency the President. Following our intervention, the landlords were removed, and the market was returned to the rightful beneficiaries. Fair and affordable rates were proposed and overwhelmingly supported by the traders and the wider community. With immediate effect, offloading and loading charges have been abolished. The City Town Clerk is expected to appear in court today in connection with allegations of causing financial loss to Mbarara City, where he previously served, amounting to UGX 360 million. Mr Mugisha the Mbale industrial Division Town Clerk is also under investigation. Our message remains clear: government markets must serve the poor people, not a few Cival servants and rich individuals.
