This morning, accompanied by the Regional Internal Security Officer, officers from CID, and the State House Anti-Corruption Unit, we conducted an unannounced inspection at Busiu Health Centre IV, the largest health facility in Mbale District. I commend Dr. Mawumbe Bernard, Dr. Balayo Isa Mustafa, the midwives, nurses, and all health workers I found on duty. Your dedication and commitment to saving lives are truly appreciated. Our inspection revealed that Busiu Health Centre IV is overwhelmed by the growing number of patients. The facility urgently requires expansion, additional health workers, and more medical equipment to improve service delivery and meet the healthcare needs of the people. Access to quality healthcare is a constitutional right of every Ugandan. The Ministry of Local Government will work closely with the Ministry of Health and other stakeholders to ensure this critical facility receives the support it deserves. To all public servants serving with integrity, thank you. To those who neglect their duties or misuse public resources, be warned: our unannounced inspections will continue. Every Ugandan deserves efficient, accountable, and people-centred public services. Together, let us build a cleaner, more transparent, and more effective local government system. I am deeply moved by the love, compassion, and humanity being demonstrated by the mothers and people of Kapchorwa. What I’m witnessed is truly remarkable. Mothers are caring for the injured King David pupils as though they were their own children. Many have brought their own bedding and blankets to comfort the children who are nursing serious injuries Kapachora Referral Hospital, each child is being attended to not only by dedicated doctors and nurses, but also by compassionate mothers who volunteered to help, despite having no relation to the children. The same spirit of kindness and selflessness is evident at Kaserem Health Centre IV, where the community has rallied together to care for these little ones. To everyone who is supporting these children during this difficult time, may God richly bless you. Today, while inspecting a bridge project in Bulambuli Town Council under our national “Expose the Corrupt in Local Government” campaign, we uncovered serious irregularities. The bridge that was constructed is only about half the size of what was specified in the approved Bill of Quantities (BOQ). Even more disturbing, the contractor used black soil as the foundation and final connecting layer instead of the required hardcore and swamp reinforcement materials, in complete disregard of the approved engineering specifications. These actions have caused Government an estimated loss of UGX 500 million and represent a blatant misuse of public funds. The Bulambuli Town Council Engineer and the Town Clerk have fled and are currently on the run. They will be apprehended and held accountable, together with anyone else found to have participated in this fraud. This is exactly why we launched the “Expose the Corrupt in Local Government” campaign. Those who steal from the people and compromise public infrastructure will face the full force of the law. Every shilling of taxpayers’ money must work for Ugandans.

On friday , I spent most of the day in Mbale City inspecting various government schools and other key public infrastructure. I was disappointed to find that some government-aided schools are still charging students school fees despite the clear Presidential directive prohibiting such charges. Accompanied by local leaders and security chiefs, we directed the immediate suspension of all unauthorized school fee collections. No student should be denied access to education because of illegal charges. The Government of Uganda already provides substantial funding to these schools. For example, Mbale Nkoma Secondary School receives over UGX 1.2 billion annually, while Mbale High School also receives slightly over UGX 1 billion each year to support its operations. Charging tuition in government-aided schools is prohibited. Every Ugandan child deserves the opportunity to access free education in government schools. Only approved external examination fees may be charged where applicable, while meal fees remain optional. Let us all work together to eliminate corruption at every level. Every shilling meant for our children’s education must serve its intended purpose. Headline: All involved in the creation of ghost health workers in hospitals and ghost students in our local schools must face the law Following President Yoweri K Museveni Mzee’s directive, Kisanja no more sleep. Expose the corrupt. The corrupt in local government should seek Christ. It is not too late to ask for forgiveness. We must forge a new path of zero tolerance to corruption. Last night at 3:00 a.m., accompanied by the Regional Internal Security Organization (RISO) Chief, the State House Anti-Corruption Unit, representatives of the Criminal Investigations Directorate (CID), the DISO Mbale, and other security officials, we carried out an unannounced inspection at Busiu Health Centre IV, the largest health facility in Mbale District. Our inspection uncovered five ghost staff who have reportedly been on the Government of Uganda payroll since July 2025 despite not being at the facility. This raises a serious question: who has been benefiting from salaries meant for these health workers? It is deeply disturbing that while the available medical team is overwhelmed by the huge number of patients, corrupt individuals continue to siphon resources intended to strengthen healthcare service delivery. This is unacceptable, and it must stop. With inspections of only two health centres in Mbale District, we have already uncovered 10 ghost staff being paid by the Government of Uganda. Every shilling stolen from the public is a shilling taken away from essential services for our people. We shall continue these unannounced inspections and ensure that everyone involved is held accountable. Corruption in our health sector and in our local schools, where ghost students are created to steal public resources, has no place in Uganda. Rukungiri District, we shall be visiting soon, together with the district leadership, including the Chairperson, the Resident District Commissioner (RDC), and the Chief Administrative Officer (CAO). Better service delivery is a constitutional right of every Ugandan. Public officers entrusted with serving our people, including the CAO, the District Health Officer (DHO), the District Education Officer (DEO), and other local leaders, must carry out their duties with integrity, diligence, and accountability. Those who are neglecting their responsibilities should take this as a warning. Inspection and assessment visits will continue across the country, many of them unannounced. To the many hardworking public servants who serve Ugandans with dedication and honesty, thank you. Your commitment is appreciated, and together we shall continue improving service delivery for all. I commended Ms. Sylvia Mulinge M.B.S for her outstanding leadership, which has strengthened MTN Uganda’s position as the country’s largest telecommunications company and largest taxpayers. I also expressed my appreciation to MTN for expanding its network coverage to rural communities across Uganda, thereby enhancing connectivity and promoting inclusive development.
