VOLKER: How long can Russia do this? It's not sustainable. You can't lose more people on battlefield than you can recruit. You can't spend more money than you have. Ukraine is trying to accelerate timeline, to get Russia to the point where they say, "Okay, we have to stop this." Russia is not there. Putin is not there. Putin really wants to continue the war. He really wants to subjugate Ukraine to Russia. He's going to keep fighting. This is why measures, steps, decisions such as letting Ukraine produce Patriot missiles, such as EU giving them 90 billion euro loan, those things are signals to Putin that future is going to be worse, not better, for Russia.

BROWDER: I know Putin very well. I've been in a man-to-man fight with him for over 17 years. He doesn't negotiate. Any discussion of negotiations is purely tactical. Anything that he agrees to can't be relied on. Putin knows that if he says 'We've made agreement with Ukraine,' he will be perceived in Russia as being weak. If he's perceived as being weak, then he potentially will be overthrown, then best case is jail, worst case is death. And so, he's not going to negotiate. I don't believe that for a minute.

Former MI6 chief Alex Younger: Putin is fundamentally invested in adversarial relationship with West. What's Russia in the end? It's a kleptocracy, headed by Putin, whose only offer to Russian people, from whom they're stealing, is that they'll provide security against a threat. Now, it follows that for that prospectus to continue, there needs to be a threat. He needs to be in a state of constant conflict with the West in order to justify his own position. So I don't think, absent genuine incentives, that Putin changes.

STUBB: Finland and Sweden wouldn't become members of NATO were it not for Russia's attack on Ukraine. We wouldn't be ramping up our industry were it not for lessons we're learning from Ukraine. So, Europe needs to ramp up, Ukraine needs NATO, but NATO needs Ukraine just as much.

HODGES: IOC is going to let Russia back into Olympics. This is another weaselly, corrupt action by international institutions that normalizes what Russia is doing. There has to be universal, strong, coordinated resistance to idea that Russia is normal nation. That's got to stop.

MACRON: Americans tried to negotiate with Russia. What was the result of those efforts? Nothing. We Europeans also tried to negotiate with Russia. What happened? Nothing. Zelenskyy also said, "I’m ready to negotiate with Russia." What did Putin say? "No." So, President Trump, just like all the G7 members, agreed that Russia has shown no serious willingness to engage in peace negotiations. We all agreed to increase our support for Ukraine. We all stated that we would increase pressure on Russia, and we all agreed to remain steadfast on this path. This represents real change compared to the last few months, not just from Europe, but from all G7 members and all those who support Ukraine.
