He was relocated after a mob of residents chased him out of Smiths Falls, Ontario, for allegedly hanging around parks and talking to children. Now, nearly four weeks after he was quietly relocated to Ottawa, they have issued a public safety notification after Ottawa-area residents recognized him and began chasing him out of parks and circulating his location online. “Last year while being assessed by a medical doctor you told the doctor you would sexually assault her if it weren’t for the presence of other men there” Medhani Yohans is a high-risk, violent sex offender who is not a Canadian citizen and is subject to a deportation order. However, he cannot be deported because he has been classified as a “Protected Person.” The Canada Border Services Agency (CBSA) requested a “danger opinion,” a legal mechanism under Canada’s Immigration and Refugee Protection Act that can allow the government to remove a protected person who is deemed to be a danger to the public. The Minister of Immigration, Refugees and Citizenship denied the request, determining that Yohans’ two convictions for violent sexual assaults against strangers were not sufficient to classify him as a danger under the Act.
