The fight against the "Mexican Terror" cartels cannot succeed without confronting the corruption that enables them. Cartels do not operate in a vacuum, but they rely extensively on corrupt officials, compromised institutions, and criminal networks that facilitate drug trafficking, human smuggling, money laundering, extortion, and violence. Any serious strategy to dismantle cartel power must include aggressive anti-corruption efforts, transparent investigations, accountability for public officials who collaborate with criminal organizations, and strong international, federal, state and local cooperation. As long as corrupt actors continue to protect and profit from cartel activity, these criminal enterprises will adapt and survive.
