Guard on top noticed something, but he might not have understood it right away (maybe a language barrier) One guard understood and got the info from the van. Vijay himself asked what the issue was and threw them a water bottle. He might have thought it was a normal issue, stayed for a few minutes and then left the place. Zero planning, zero organisational skill in the party. Literally a mob event.
