Before the crisis reached this point, ActionSA raised the alarm. 1. We engaged the Bargaining Council. We wrote to the Speaker’s Office. 2. We engaged the City Manager. 3. We warned that the City of Johannesburg was already under severe financial strain and could not continue making reckless commitments without a clear funding plan. At the time, the ANC-led administration under Mayor Dada Morero pushed ahead with a R10 billion wage agreement, despite the city already struggling to fulfil its most basic service delivery obligations. We asked a simple but necessary question: how will the city fund this agreement sustainably? No clear answers were provided. Today, Johannesburg finds itself exactly where we warned it would end up. A city facing deep financial distress.
