Quorum is declared based on the ability of the Senate to have coercive jurisdiction over its members (Avelino v. Cuenco). Even if Senator Sonny Trillanes IV meant well and would want to just express his belief that Senator risa hontiveros is best fit to be president, his actions may be counterproductive and I do not think it is helping Sen. Risa, and more importantly the greater opposition, in any way. Hindi kailangan magkaroon ng hindi kapani-paniwalang akusasyon laban sa mga ka-alyado para lamang iangat si Sen. Risa.
