FACT: FP Duterte exposed “ghost projects” in 2020. ZERO 🥚big arrests followed. Explain that. Duterte talked tough on “ghost projects” in 2020, audits ordered, a task force created, engineers fired, congressmen named. But facts matter: not a single big fish was arrested under his watch. ₱73B worth of projects were flagged for delays, the task force quietly disappeared, and cases went nowhere. So does this mean Duterte didn’t investigate to jail?; he investigated to 'recycle’? Duterte formed a 'Mega Task Force' in 2020 to look at DPWH ghosts, yet the same contractors (like Zaldy Co and the Discayas) got more projects in 2021. Fast-forward to 2025: prosecutions finally move, after Duterte is gone, and that is not due to Dutertes apparent investigations but rather the initiation and initiatives of PBBM. Unrealistic Expectations: Blaming the President for Congress’ Insertions Is Misleading. (2025 Budget) Expecting the President to fully review a 730,000-line budget, sent to Malacañang only days before the deadline, is simply unrealistic. Every item must be checked against the NEP, agency needs, legality, and feasibility. But Congress and the bicam added so many reallocations and insertions, many unclear or unexplained, that the final budget became almost impossible to verify. It ended up so different from the NEP that it was practically “unrecognizable.” There is no confirmed motive, but the sheer number and timing of these changes naturally raise concerns. Faced with an overloaded and confusing budget, the President acted responsibly, vetoing ₱194 billion, holding others for conditional release, and insisting future budgets must strictly follow the NEP to protect public funds.
