I met my Spanish Bazzukulu this evening at State House Entebbe after the completion of their fourth annual volunteer mission in Uganda. For the last four years, they have supported vulnerable communities in Gomba District by constructing school facilities, improving access to clean water and undertaking other outreach activities. I thanked them for their spirit of service, shared with them Uganda’s journey from subsistence to the money economy, and encouraged them to live disciplined, purposeful lives.

At State House Entebbe, I met Mr. Nick Checker, the Senior Bureau Official in the U.S. Department of State’s Bureau of African Affairs, who is representing President Donald Trump at tomorrow’s swearing-in ceremony, together with his delegation. I emphasized the need for value addition and industrialisation across Africa. We cannot continue exporting raw materials such as coffee, oil and minerals without processing them. Value addition is crucial for expanding Africa’s GDP, creating jobs and increasing the purchasing power of our people. I welcome him to Uganda and wish him a fruitful stay.

Today, I met H.E. Mr. Losang Jamcan, the Rt. Hon. Deputy Speaker and Special Envoy of President Xi Jinping of the People's Republic of China, who represented him at my swearing-in ceremony. I thanked President Xi Jinping and the people of China for the strong and historic friendship between our two countries. Uganda values China's decision to open its market to our products under the zero-tariff arrangement, which will boost trade and investment opportunities for our people. We also discussed the need for dialogue and peaceful solutions to international conflicts instead of force and confrontation. Uganda and China have continued to enjoy cordial relations for about 70 years now , rooted in mutual respect and cooperation.

Later, I welcomed my brother, H.E. Félix Tshisekedi, who has joined us for tomorrow’s swearing-in ceremony. We held productive discussions on security, trade, infrastructure and petroleum cooperation between our two countries, including peace and stability along the common border in North Kivu and Ituri. We also reviewed the progress of key road projects that are important for trade and regional integration. I commend both sides for signing agreements that will directly benefit our people. African governments should not frustrate wananchi with unnecessary barriers to trade and movement. These agreements are a step in the right direction. I thank President Tshisekedi for bringing a strong delegation . Merci beaucoup, Votre Excellence.

Today at State House Entebbe, I presided over the swearing-in of Hon. Justice Moses Kawumi Kazibwe as Deputy Chief Justice. I congratulate Justice Kawumi and commend the Judiciary, under the leadership of Chief Justice Flavian Zeija, for the progress being made in fighting corruption, promoting Alternative Dispute Resolution, and embracing digitisation. These reforms are important in ensuring that justice is delivered efficiently, fairly, and without unnecessary delays. When we came into government, corruption and excessive emphasis on technicalities were major weaknesses in the judicial system. I am therefore pleased to see continued efforts to strengthen substance, integrity, and accountability in the administration of justice. I wish Justice Kawumi success as he undertakes this important responsibility.

I have this morning arrived in Nairobi, Kenya, to attend the Africa We Build Summit 2026. The Summit brings together leaders from the public and private sectors to discuss practical ways of moving Africa’s infrastructure from priority to implementation. I look forward to engaging with fellow leaders, investors, and partners on strengthening collaboration to accelerate infrastructure development for Africa’s socio-economic transformation.

Today, I met the World Bank team led by Mr. Qimiao Fan, the Division Director for Kenya, Rwanda, Somalia & Uganda and the Country Manager, Francisca Ayodeji Akala at State Lodge Nakasero. I welcome their support for the SGR and agricultural industrialization. Railways, electricity, and affordable financing are key to lowering production costs. The World Bank are now becoming Christians, by promoting global affluence & prosperity for everyone in the world.

On her way back home, H.E. Gabriela Jiménez Ramírez, Vice President of Venezuela, paid a courtesy call on me at State House Entebbe. I thank her for honouring our invitation to the swearing-in ceremony. She briefed me on the current situation in Venezuela, and we discussed the need to strengthen diplomatic and bilateral cooperation between our two countries. We agreed to explore collaboration in areas of mutual interest for the benefit of our people.

This afternoon at Nakasero State Lodge, I received former Ethiopian Prime Minister Hailemariam Desalegn, Chairman of the Board of Alliance for a Green Revolution in Africa, and his team. These groups support us through relevant science, packaging and financing, as well as advocacy. Our discussion focused on key agricultural issues such as irrigation, improved seeds, fertiliser use and strengthening local seed systems to increase food security and household incomes. On livestock, I informed them that in the past cattle moved long distances in search of water and pasture, which made disease control difficult. I requested support for research on animal feeds to address the challenges farmers are facing today. I welcome their partnership.

Later this afternoon, I held fruitful discussions with H.E. Brice Clotaire Oligui Nguema, President of Gabon. We discussed the importance of Africa processing its own raw materials instead of exporting them in their unprocessed form. I informed him about Uganda’s efforts in value addition, especially in agriculture, manufacturing and oil refinery development. I also shared our experience in wealth creation through commercial agriculture, ICT, services and industrialisation. I welcomed Gabon’s interest in working with Uganda in areas such as agriculture, military training and private sector development. Africa has everything required to transform itself if we prioritise production, patriotism & cooperation.

This morning in Kyankwanzi, I took the Members of Parliament through a shooting range exercise, guided them on the basics and observed their participation. I congratulate them, especially the veterans who took part. I reminded them that ours is a people’s army. We train citizens so they can return to civilian life but remain ready as a reserve force, strengthening our defence through mobilisation and preparedness. I also emphasised that leaders must fight corruption, reject bribery and vote-buying, and stand firm on integrity. I wish them good luck as they return to their constituencies.

Maama and I were happy to host our Bazzukulu at our Kisozi Farm earlier today, ahead of the Jazz with Jajja (Ranch Edition). I showed them some of my herds, including Ekyigondo, which now stands at over 700 cows. These are the Encundwa. They belonged to my late mother, Kokundeka for making ghee. It is important to preserve what our forefathers entrusted to us and pass it on to the next generation.

Today, I met elders and leaders from Moyo and Obongi at Arua State Lodge. I commend their commitment to fighting poverty through enterprise and focus on perennial crops like coffee, cocoa, avocado, and dairy. We’ll support them with seedlings under zonal production and the PDM. We also discussed cattle rustling and compensation for livestock raided by groups from South Sudan, government will follow up through OPM and the Attorney General.

By virtue of the powers enshrined under Article 98(1) of the 1995 Constitution of the Republic of Uganda, and Section 8(1) and (2)(a) of the UPDF Act, 2005, yesterday, on the 17th of February 2024, at the Defence Council meeting, I presented the UPDF Establishment 2021, an instrument of delegated Command, Control, and Administration, to General Wilson Mbasu Mbadi, the Chief of Defence Forces of the UPDF, to command all elements of the Uganda People’s Defence Forces.

Ugandans and, especially the Bazzukulu. Greetings. It is now day 5 of my corona-status. Last night, I slept very well up to the 10th hour of the night (saa kumi za usiku –what the Europeans call 4am). This time, the dull headache was not there, nor was the mild throbbing (enkuratima) on top of the head (oruhoora-hoore). Initially, on Wednesday, there was also some mild muscle soreness (kutonekara), typical of the usual flu. The soreness I was feeling on Wednesday was less than one would feel with the usual flu. That soreness of muscles, has now gone. Also, some roughness (obugiimbi) on the throat, has gone. However, we carried out corona tests today and they were still positive. We shall wait for a few more days and check again. I remain in self-isolation at Nakasero. In my self- isolation, I have had time to watch some UBC wealth creation programmes, apparently, captured by the Presidential Press Unit (PPU). They are most pleasing to watch. It seems that Ugandans in the countryside are getting our message of getting out of okukolera ekidda kyoonka (tic me ic keken) - subsistence farming. UBC should replay those programmes. In the cattle corridor, with the dairy; in the Masaka Region with coffee, bananas and palm oil; in the Luwero Triangle with coffee; etc., Ugandans are waking up. The spokesmen of the parasites that are always writing negatively in the Monitor Newspaper, can continue deceiving themselves but Uganda is moving. Kahendekye, taita mbogo (cursing a buffalo, does not break its leg). Ebikolimo by’enkonko, tebitta kamunye (the noises made by hens, do not kill a kite).
