At my second rally, I reassured the people of Masindi that government will fast-track their urban development needs, especially the long-awaited roads and market infrastructure. Masindi was left out of the earlier USMID program, but under the new USMID initiative it will be considered. I also directed the Prime Minister to address land-grabbing cases and enforce the Sugar Act to protect our cane farmers. We shall provide more tractors and a new ferry on Lake Albert to boost trade and ease movement. I told the people that Uganda’s oil production, beginning in 2026, will support major national infrastructure like roads, schools and electricity. But we must not over rely on oil. Petroleum is exhaustible, while commercial farming will be here forever. Families should focus on sustainable enterprises that secure their household incomes.

This week, I commissioned military facilities and equipment at Kalama, Entebbe, Kalangalo and Magamaga under our defence cooperation with Russia. I thank President Putin and the Russian people for this support, including the $53 million mechanised repair facility at Magamaga. We must not only acquire good equipment but also learn to maintain, repair and eventually manufacture it here. I have encouraged our military to embrace science and technology, including AI and automation, to strengthen our defence capabilities. Our cooperation with Russia should help us build local capacity, protect our sovereignty and strengthen our ability to defend Uganda.

I was pleased today to join the Big Fix Holy Spirit Global Conference at Miracle Centre Cathedral, hosted by Pastor Robert Kayanja and Pastor Jessica Kayanja. I thank Pastor Kayanja and Pastor Jessica for building such a rich international network, bringing together people from Uganda, Africa and beyond to share ideas, build relationships and strengthen one another. I commend Pastor Kayanja for using his ministry not only to preach, but also to promote production, wealth creation and community empowerment, particularly through his agricultural work in Karamoja and Kiryandongo. I was also happy to hear the call for African and East African integration. This is music to my ears because a united African market is critical for our producers and for the prosperity of our people. I am also glad that the pastors have formed a SACCO. I have pledged Shs2 billion to support this initiative because we must encourage our people to work together, produce and create wealth.

Today, I received the body of His Majesty King Oyo Nyimba Kabamba Iguru Rukidi IV, at Entebbe International Airport. The Queen Mother first informed me of his illness in November 2025, and we supported efforts to secure specialised treatment for him in Germany and later in the United States. Unfortunately, he died. Throughout his reign as King of Tooro, Oyo was a good person and a good leader. His passing is a great loss to the people of Tooro and Uganda. I encourage the people of Tooro to remain calm and avoid disorganisation, even in this difficult time. May the Lord grant him eternal rest. Amen.

Today, Maama Janet and I received international evangelist, Bishop Dr. LaDonna C. Osborn at State House Entebbe. She is in Uganda ahead of the consecration of Pastor Patience Rwabwogo as a Bishop. Dr. Osborn recalled her first visit to Uganda in 1985 with her late mother, who ministered to many Ugandans during a difficult period in our history. Maama Janet also fondly recalled Dr. Osborn’s mother, who prayed with our family and gave our children their first Bibles. We reflected on Uganda’s transformation over the years and the enduring friendship between the Osborn family and Uganda. I welcome Dr. Osborn back to Uganda and wish Pastor Patience a blessed consecration.

I welcome international artiste Tyrese Gibson to Uganda. We discussed the creative arts, tourism, and the shared history and heritage of Africa and African Americans. I shared with him Uganda’s four sectors of socio-economic transformation, including the role of artistes like him in the services sector. We also discussed the opportunities in these sectors and how they can contribute to Uganda’s development. I wish him a fruitful and enjoyable visit to Uganda.

This afternoon, I received the outgoing High Commissioner of India to Uganda, H.E. Upender Singh Rawat, at State House Entebbe. We discussed strengthening Uganda-India cooperation in science, technology and digital transformation, including the National Payment Switch and technology transfer. I was also pleased with the progress of the National Forensic Sciences University in Jinja, established through our cooperation with India. I wish him well as he concludes his tour of duty and thank him for his contribution to strengthening the friendship between Uganda and India.

Marco Elisha Gaguti, High Commissioner of Tanzania; and H.E. Gabriel Pandureni Sinimbo, High Commissioner of Namibia. Uganda enjoys cordial and mutually beneficial relations with all these countries. I welcome them and look forward to working together to further strengthen our cooperation for the benefit of our peoples.

We discussed strengthening Uganda-Italy relations, particularly in trade, investment, infrastructure and agro-processing. We also discussed the forthcoming Uganda Business Forum in Rome, which will provide an opportunity to showcase Uganda and attract more Italian investment. I welcome him.

I met my Spanish Bazzukulu this evening at State House Entebbe after the completion of their fourth annual volunteer mission in Uganda. For the last four years, they have supported vulnerable communities in Gomba District by constructing school facilities, improving access to clean water and undertaking other outreach activities. I thanked them for their spirit of service, shared with them Uganda’s journey from subsistence to the money economy, and encouraged them to live disciplined, purposeful lives.

I thank the people of Mpigi for protecting the ekifunjo (papyrus swamp). This is how God made Uganda, and we should keep it that way. We must also find better ways of managing waste, including incineration, which can generate electricity.

I met a delegation from Nonda Coffee Park led by Mr. Tonny Miiro Kibuuka, who briefed me on their plans to establish a coffee processing and value addition facility. I welcome this investment because it is exactly what we have always been advocating for. Uganda should not continue exporting raw coffee. We must add value before export so that we create jobs, increase household incomes and earn more foreign exchange. The government will support this initiative and mobilise our coffee farmers to produce more in preparation for the increased demand. I congratulate them and wish them good luck.

At State House Entebbe, I met Mr. Nick Checker, the Senior Bureau Official in the U.S. Department of State’s Bureau of African Affairs, who is representing President Donald Trump at tomorrow’s swearing-in ceremony, together with his delegation. I emphasized the need for value addition and industrialisation across Africa. We cannot continue exporting raw materials such as coffee, oil and minerals without processing them. Value addition is crucial for expanding Africa’s GDP, creating jobs and increasing the purchasing power of our people. I welcome him to Uganda and wish him a fruitful stay.

Today, I met H.E. Mr. Losang Jamcan, the Rt. Hon. Deputy Speaker and Special Envoy of President Xi Jinping of the People's Republic of China, who represented him at my swearing-in ceremony. I thanked President Xi Jinping and the people of China for the strong and historic friendship between our two countries. Uganda values China's decision to open its market to our products under the zero-tariff arrangement, which will boost trade and investment opportunities for our people. We also discussed the need for dialogue and peaceful solutions to international conflicts instead of force and confrontation. Uganda and China have continued to enjoy cordial relations for about 70 years now , rooted in mutual respect and cooperation.

We held productive discussions on security, trade, infrastructure and petroleum cooperation between our two countries, including peace and stability along the common border in North Kivu and Ituri. We also reviewed the progress of key road projects that are important for trade and regional integration. I commend both sides for signing agreements that will directly benefit our people. African governments should not frustrate wananchi with unnecessary barriers to trade and movement. These agreements are a step in the right direction. I thank President Tshisekedi for bringing a strong delegation . Merci beaucoup, Votre Excellence.

I welcome their support for the SGR and agricultural industrialization. Railways, electricity, and affordable financing are key to lowering production costs. The World Bank are now becoming Christians, by promoting global affluence & prosperity for everyone in the world.

The Summit brings together leaders from the public and private sectors to discuss practical ways of moving Africa’s infrastructure from priority to implementation. I look forward to engaging with fellow leaders, investors, and partners on strengthening collaboration to accelerate infrastructure development for Africa’s socio-economic transformation.
