There is a lot more nuance to this, especially for tacFPS (due to lower TTK), you want to prioritize higher ROI which implies relying more on proper crosshair placement and peeking/positioning (duel preparation) which ENABLES aim, its not like you will never have to aim, its just creating higher chances to win a duel while still being capable of aiming in the case of your crosshair placement not being on target for example. It's also easier to learn these things, whereas improving raw aim takes much longer and doesn't really provide as much direct "results" initially. so yea its not crosshair placement > all, lots of nuance, and its more about using gamesense cues to adapt your duel preparation, interleaving concepts and such.
