US–GHANA POWER COMPACT I promised to work with Akufo-Addo but ECG was bleeding under him and I was disappointed. — Virginia Palmer, US Ambassador to Ghana reveals why they cancelled the Compact. Ghana was due for a second tranche of $190m under the Millennium Challenge Corporation (MCC) which started under President Mahama in 2014. The US-GH CC was designed to revamp the country’s energy sector through strategic investments in power infrastructure, promoting energy efficiency, and fostering inclusive economic growth. MCC aimed to improve Ghana’s power sector and support economic growth. It involved a $316 million investment focused on modernizing utility operations, upgrading infrastructure, and reducing technical and commercial losses, ultimately aiming to improve reliability and affordability of electricity. The compact was a key part of a larger effort to address Ghana’s power sector challenges and promote sustainable economic growth. It was cancelled in 2019 with no immediate plan to reengage on the back of the PDS botched contract.

Today, he secures $100M from the ECOWAS Bank for Development for the Black Volta Gold Project whose processes for acquisition started in October 2023. The mining conglomerate started E&P in 1996 with over 3,000 workers in Ghana today; and invested in the Asutsuare Poultry Farms in 2004. Mahama is also an investor and owner of Dzata Cement Limited, an exclusively Ghanaian-owned cement processing factory located in Tema. Construction of the factory began in 2011, and the operations started in 2018. It is projected to create 1,200 direct jobs. The haste to impose losses at the doorstep of GoldBoD is not only misguided but mischievous. If to incur supposed losses of $214M is all that entails to sustain the Cedi, drop inflation, plummet policy rate, appreciate sovereign credit ratings, reduce cost of living, minimise cost of fuel, and reap in $10B forex (ahead of IMF target in 3 years) to cushion the economy — then YES, Ghana is on RESET. We saw huge and hefty losses few years ago without any commensurating economic benefits. All the metrixes headed downwards and negative-facing. It begs for answer: what then necessitated the losses? Did we loss those hefty sums of monies to nefarious economic hardships, reckless spending, unbearable cost of living, Cedi depreciation spree, or junk credit ratings status? That summarizes the story and the unending flawful fulminations.
