Pakistan 🇵🇰 is widely accused of having a terror-linked military and intelligence apparatus, particularly through its army and the Inter-Services Intelligence (ISI), which for decades have been alleged to export terrorism to the region and beyond. This is not a new phenomenon. Almost every major terrorist incident in South Asia and many beyond it have eventually shown links, safe havens, training, financing, or ideological backing connected to Pakistan. Pakistan has repeatedly been described as a hub for militant networks, where terrorist organizations are allowed to operate openly or semi-openly under different names, charities, or political fronts. These groups are often tolerated, protected, or strategically used as tools of foreign policy. Some of the most well-known terrorist and extremist groups with documented presence, leadership, training camps, or operational bases in Pakistan include: 1-Tehrik-e-Taliban Pakistan (TTP) – responsible for mass terror attacks inside and outside Pakistan 2-Lashkar-e-Taiba (LeT) – responsible for the Mumbai attacks 3-Jaish-e-Mohammed (JeM) – involved in suicide bombings and attacks in Kashmir and India 4-Al-Qaeda – senior leadership sheltered for years, including Osama bin Laden 5-ISIS-K (Islamic State Khorasan) – recruitment and logistical networks linked to Pakistani territory 6-Sipah-e-Sahaba / Lashkar-e-Jhangvi – sectarian death squads targeting minorities Despite repeated international warnings, sanctions, and FATF scrutiny, Pakistan has failed to dismantle the ideological, financial, and military infrastructure of terrorism. Instead, terrorist organizations are often rebranded, relocated, or politically shielded. In reality, Pakistan has not been a victim of terrorism alone, but a central exporter and manager of it, destabilizing Afghanistan, India, Iran, and the broader region. Until this policy changes, peace and stability in South and Central Asia will remain impossible.
