Stopping a prolific dog abuser gets you beaten by Chinese police. However, when police arrived, they merely took the dog abuser to the station—effectively protecting him—for a few days. Many animal protection volunteers in #China refused to accept this outcome or the way the situation was handled, so they staged a collective protest.
