Good afternoon, Philadelphia. I want to talk with you about an important Federal court ruling released today on the City’s lawsuit involving the President’s House exhibit on Independence Mall. The United States Third Circuit Court of Appeals reversed a lower court ruling that the City won in February, which ordered the Federal government to reinstall a series of interpretative panels at the President’s House that told the powerful history of how 9 enslaved individuals were held in slavery in the executive residence by President Washington. Today, the Third Circuit Court ruled against the City, and ruled that the Federal government had the legal right to determine what panels were installed at the President’s House. Philadelphia, hear me on this: I will pursue every legal action possible to reverse this decision. We cannot and WILL not rest until the full story of American history – including the existence of Slavery at the President’s House here in Philadelphia – is told, for our Nation and the World to see. I will continue this fight, along with the allies who have been involved with the President’s House from the beginning, including the Avenging The Ancestors Coalition, led by Michael Coard, The Black Journey, and other citizens who feel passionately that there is only one way to tell American history… To tell the truth.

Ten days into our 39-day FIFA World Cup 26 Philadelphia™ Fan Festival, I found myself standing on Lemon Hill looking out at 15,000 fans from around the world and thinking: this is exactly what we hoped this moment would feel like. Families. Neighbors. Visitors. Flags from every corner of the globe. All gathered together right here in Philadelphia. In this historic year, as we celebrate 250 years of democracy, we made a commitment to create a space where everyone could be part of the experience. No ticket required. No barriers to entry. Just community, culture, and connection. Making this experience free for all 39 days of the tournament was a deliberate choice. We wanted every resident, every family, and every visitor to have the opportunity to be part of this moment. My thanks to the hundreds of employees, volunteers, and partners who made today possible, including the teams at Philadelphia Parks & Recreation, Philadelphia OEM, Philadelphia Police Department, Philadelphia Fire, Philadelphia Department of Streets, Philadelphia Public Health, Philly311, ISEPTAPHILLY, and PHL Office of Special Events. Together, they turned Lemon Hill into a world-class gathering place for fans from around the globe. Today was Philadelphia at its best: welcoming, diverse, joyful, and proud. For the next 29 days, people from every background, every neighborhood, and every corner of the world will continue to gather here together. That’s bigger than soccer. I am proud to share that I have made my decision, and an agreement has been reached to ensure that our Sixers are staying home. I wholeheartedly believe this is the right deal for the People of Philadelphia. To the People of Chinatown, please know that I hear you. We have the best Chinatown in the United States, and I am committed to working together to support it. I'll have a lot more to say in a formal presentation coming soon.

Philadelphia, I hear you on the snowstorm and the cleanup. We’ve been facing unprecedented weather — 9 inches of snow and then 9 days straight of sub-freezing temperatures. But we don’t make excuses in the Parker administration; we roll up our sleeves and get the job done. We’ve put 1,000 city workers and 800 pieces of equipment on the street to clear our roads, streets and neighborhoods. This week, we unveiled another strategy - hiring 300 Same Day Work and Pay workers to help clear ADA ramps in neighborhoods and near schools and rec centers. Philly, we’ll do whatever it takes to make this right! #OnePhilly

Let’s be clear. The rideshare tax was never about burdening Philadelphia residents. It was about making sure billion-dollar corporations pay their fair share in the city they profit from every single day. Many Philadelphians saw it firsthand during Roots Picnic weekend. Rides that normally cost $20 or $30 surged far beyond that because these companies will always find ways to maximize their profits when demand is high. What we proposed was simple: invest a portion of those profits back into Philadelphia. Into our schools. To preserve jobs. To support the people who serve our children every day. To give our young people the best possible chance to succeed. Instead, misinformation convinced people that my administration wanted this tax on them. Philadelphia deserves better than that. Our children deserve better than that. We cannot continue allowing billion-dollar companies to do business in our city, benefit from our residents, and walk away without contributing their fair share to the future of Philadelphia. I will never stop fighting for the resources our city needs, the opportunities our children deserve, and the fairness Philadelphians expect.

Monday through Wednesday just got a whole lot better, Philadelphia! Weeknights Live is expanding citywide — bringing live performances from local artists to hotels and neighborhood commercial corridors three nights a week, 6 to 9 p.m. This program is about more than nightlife. It’s about investing in our artists, energizing our businesses, and showing the world what this city is made of. A huge thank you to PHL Department of Commerce’s Nighttime Economy Unit and Creative Philadelphia for bringing this vision to life! Come out and experience it!

I am here today to talk about an important issue facing our City - and in fact - our Democracy: the removal by the National Park Service of a series of interpretive panels from the President’s House exhibit on Independence Mall. We gathered the facts, researched the law, and our course is clear: I directed our City Solicitor to file a lawsuit in Federal Court that would require the Federal government to return the President’s House panels to the City of Philadelphia. A public hearing will be held on Friday on our preliminary injunction request. We will keep you updated on progress with this lawsuit. You cannot erase our history. Philadelphians, I hear you! Our budget proposes a $7.1 Million investment to launch the ONE PHILLY POTHOLE SQUAD. Philadelphia Department of Streets will have more crews, more equipment, and more action to keep our roads in good repair. With dedicated maintenance teams in each of the city’s six highway districts, the Pothole Squad will respond faster and proactively patrol neighborhoods to fix potholes and roadway defects across Philadelphia!

Every voice matters, and every stakeholder will be at the table—because Philadelphians deserve nothing less. Not everyone has the luxury of a car or the option to call an Uber. For many, reliable transit is the difference between getting to work, keeping medical appointments, or making sure our kids get to school on time. I believe—wholeheartedly—that we can reach a resolution. But it’s going to take everyone, across party lines, working together with urgency and commitment. We are not giving up. Phase two is officially underway, Philly. We’re expanding twice-a-week trash collection to North Philadelphia, giving residents an extra pickup day and cleaner blocks where space is often limited. Philadelphians cannot ignore the reality of homelessness on our streets. We cannot walk past it, accept it, or pretend it will solve itself. Our plan is focused on helping people get off the street and stay off by expanding homeless outreach through shelter access and more. Our proposed hotel tax increase would generate $20 million each year to support Homeless Services efforts, while adding about $4 to a $200 hotel room night. Because every Philadelphian deserves a city that is cleaner, safer, and rooted in dignity for all.

Our Philadelphia Schools face a $300 million structural deficit. Without help, 340 school jobs — teachers, counselors, climate staff that help keep schools safe - will be eliminated. As Mayor, I cannot stand by and let that happen. That is why I’m proposing a $1 per ride rideshare tax to generate $48 million a year for our schools and students. Coupled with a small Use & Occupancy levy on cell towers, my plan would raise $50.4 million a year for schools. Don’t believe the ads. The rideshare companies can choose to pay this tax and not pass it on to riders. Our kids are worth it!

I am proud that we have reached an agreement that ensures our Sixers are staying home. This is the best sports facility agreement in Philadelphia history. The Philadelphia 76ers are financing the $1.3 billion project with no city funds - an unprecedented approach among our local sports facilities. 76 Place will create over a thousand construction and operations jobs. The deal includes a $50 million Community Benefits Agreement and an historic Economic Opportunity Plan. The project is expected to generate over $700 million in new tax revenues for the City and School District. Let me be clear: the arena is not being built in Chinatown proper and no buildings in this historic community are being demolished. Between the numerous commitments in the agreement to expanding economic opportunity, investing in our young people, and supporting adjacent communities, this is the right deal in my view for the City, our residents, and our neighborhoods.

There’s been a lot of conversation about speed cameras on Broad Street. Here’s what matters. Speeding kills. And Broad Street has seen too much of it. This isn’t about revenue. It’s about saving lives and delivering on Vision Zero. Zero traffic deaths. Vision Zero is built on community input and shared responsibility. Safety has to be the standard everywhere, including how we think about fairness across speed zones. Since announcing the rideshare proposal, residents have been asking: where did the soda tax dollars go? Today, Chief of Staff Tiffany Thurman answered that question clearly before Council. Those funds are already hard at work. Through Rebuild and the Capital Program Office, City of Philadelphia is transforming parks, playgrounds, and rec centers in every Council district. 43 projects completed. 17 currently under construction. Dozens more in design and development. These are safer spaces for children, stronger places for families, and real investments residents can see and feel in neighborhoods across the city. We’re committed to continuing to show the work. Promises made, promises kept. One Philly.
