The Council also recommended removing arrest powers under #GST, raising the prosecution threshold from ₹1 crore to ₹5 crore, and reducing the general penalty from ₹25,000 to ₹10,000. To support exports and small sellers, clarity is being provided on various issues concerning the export of services. A simplified GST registration mechanism for small sellers on e-commerce operator platforms will enable small businesses to sell without establishing a place of business in each state. Relief is also being provided to small businesses. The Council has distributed a concept note on an optional scheme, with in-principle approval for businesses with a turnover of up to ₹5 crore, supplying only to consumers. This will entail filing one annual return with quarterly tax payments.
