I’m currently in Syria, in the context of ongoing cooperation with the Syrian Government to clarify and resolve outstanding safeguards issues related to implementing its NPT Safeguards Agreement with the IAEA. We conducted the following activities: • Deir Ez-Zor site: observed ongoing excavation activities in close coordination with the IAEA; • Undeclared location outside of Damascus: confirmed the presence of several tons of natural uranium metal. Agreed with the government that the undeclared material will be verified and subject to routine Agency safeguards; • Visited a location where large quantities of graphite are stored which is also related to the past nuclear activities at Deir Ez-Zor. Thanks to the government, including وزارة الخارجية والمغتربين السورية’s Foreign Minister أسعد حسن الشيباني, for the proactive cooperation on this crucial work so that nuclear activities in this country are no longer associated with nuclear weapons, but with energy, food, and health.

At the Barakah Nuclear Power Plant in the UAE 🇦🇪, where a drone strike on 17 May highlighted once again why nuclear facilities must never be targeted and why such attacks are completely unacceptable. Thanks to the professionalism and swift action of the Emirates Nuclear and FANR UAE, the situation was quickly brought under control. The IAEA - International Atomic Energy Agency ⚛️ will continue supporting nuclear safety and security in the UAE and across the region.

2025 was a year of challenges, but also of purpose. Wherever the world needed us most, the IAEA - International Atomic Energy Agency ⚛️ was there, delivering impartial expertise, supporting safety and security, and advancing the peaceful uses of nuclear science and technology. As the year comes to a close, I thank everyone who works with and supports the Agency for their dedication, professionalism and cooperation throughout the year. Ready for 2026.

Back to Fukushima Daiichi 🇯🇵, where the IAEA - International Atomic Energy Agency ⚛️ maintains a continuous presence and independent monitoring of the ALPS-treated water discharges. Today, I participated in the additional measures, welcoming international experts from China, the Republic of Korea and Switzerland to engage directly in sampling and analysis. Three years after the releases began, the data continue to confirm that the discharges are proceeding in line with international safety standards.
