With all due respect, statements referring to “all parties” in the Mushaki tragedy risk obscuring the reality on the ground. The drone that struck Mushaki did not belong to “all parties.” It was launched by the Kinshasa regime against a densely populated civilian area, located hundreds of kilometers away from the frontline. When civilians are killed, clarity matters. Accountability begins with accurately identifying those responsible. Vague language, even when well-intentioned, can unintentionally embolden further attacks and deepen the suffering of innocent populations. Yesterday alone, at least 47 lives were changed forever. Families lost loved ones, civilians were terrorized, and entire communities were left traumatized. Such grave violations cannot be reduced to generalized statements. They must be firmly and consistently addressed with the seriousness they deserve. If the international community is truly committed to protecting civilians and advancing peace, then the truth must be spoken plainly and consistently. Sustainable dialogue and genuine de-escalation can only be built on honesty, justice, and accountability.

Today, North Kivu is witnessing a transformation unlike anything seen since the Democratic Republic of Congo came into existence. A new road is under construction, stretching from Sake to Masisi Centre—marking just the beginning of a new era. The people of Masisi, long tormented by impassable roads, will no longer spend days struggling to survive journeys that should take hours. At the same time, Goma is experiencing a renaissance. Water now flows across the city where, not long ago, people endured weeks—even months—without it. Those once responsible for public services profited from the population’s misery by selling water from tankers. That chapter is closing. Today, water is a right, not a privilege. Electricity is stable and reliable. Since the departure of the Kinshasa regime, blackouts have become a thing of the past. Cleanliness now defines the city, greeting every visitor with a sense of pride and order that was once unimaginable. Security has improved drastically. Goma is now 99% safe, even in the face of challenges created by the reckless distribution of weapons and cash by the previous regime. Our security forces have refused to rest—they work tirelessly to safeguard the people. Areas like Ndosho, once gripped by fear and sleepless nights, now stand as symbols of the peace and stability brought by AFC/M23. Banks are open and functioning, with plans already in motion to extend banking services to rural communities. In the countryside, food is so abundant that the leadership is now focused on opening up larger markets to prevent the surplus from going to waste. All of this has been achieved in less than three months—through leadership rooted in unity, diversity, equity, inclusion, gender equality, and equal opportunities for all children. Imagine what will be achieved in five years! The era of poor leadership is fading like smoke. In its place, the people of North Kivu are witnessing real progress, restored dignity, and renewed hope in the liberated areas. What Kinshasa failed to deliver for decades is now being done—with purpose, transparency, and results.

Aujourd’hui, le Nord-Kivu connaît une transformation sans précédent depuis la naissance de la République Démocratique du Congo. Une nouvelle route est en construction, reliant Sake au centre de Masisi—et ce n’est que le début d’une nouvelle ère. Les habitants de Masisi, longtemps tourmentés par des routes impraticables, ne passeront plus des jours à lutter pour parcourir des trajets qui devraient durer quelques heures. En parallèle, Goma vit une véritable renaissance. L’eau coule désormais dans toute la ville, là où, il n’y a pas si longtemps, les habitants pouvaient passer des semaines, voire des mois, sans en avoir. Ceux qui étaient censés leur fournir ce bien essentiel en profitaient pour leur vendre de l’eau à l’aide de camions-citernes. Cette époque touche à sa fin. Aujourd’hui, l’eau est un droit, pas un luxe. L’électricité est devenue stable et fiable. Depuis le départ du régime de Kinshasa, les coupures de courant appartiennent au passé. La propreté est désormais l’un des signes distinctifs de Goma, accueillant chaque visiteur avec fierté et ordre—chose autrefois inimaginable. La sécurité s’est nettement améliorée. Goma est aujourd’hui sécurisée à 99%, malgré les armes et l’argent autrefois distribués de manière irresponsable par le régime précédent. Nos forces de sécurité refusent de dormir sur leurs lauriers : elles veillent jour et nuit pour protéger la population. Des quartiers comme Ndosho, autrefois plongés dans la peur et les nuits blanches, peuvent aujourd’hui témoigner de la paix et de la stabilité apportées par l’AFC/M23. Les banques sont ouvertes et fonctionnelles, et des projets sont en cours pour étendre ces services aux zones rurales. Dans les campagnes, la nourriture est si abondante que les dirigeants travaillent désormais à ouvrir de nouveaux marchés afin d’éviter que les récoltes ne pourrissent faute d’écoulement. Tout cela a été accompli en moins de trois mois—grâce à un leadership fondé sur l’unité, la diversité, l’équité, l’inclusion, l’égalité des genres et l’égalité des chances pour tous les enfants. Imaginez ce qui sera accompli en cinq ans ! L’ère de la mauvaise gouvernance s’estompe comme de la fumée. À sa place, les populations du Nord-Kivu découvrent des avancées concrètes, une dignité retrouvée, et un nouvel espoir dans les zones libérées.
