The United States has laid out how Rwanda, under Paul Kagame, is a spoiler to peace. How will Washington hold Paul Kagame to account in light of this? In his address to the United Nations, US Ambassador Mike Waltz said Rwanda has strategic control of its proxy militia M23 and its political wing AFC, and uses them to achieve its geopolitical goals in Congo. "Kigali has been intimately involved in planning and executing the war in eastern DRC, providing military and political direction to M23 forces and AFC for years now. The Rwandan Defense Forces have provided material, logistics and training support to M23 as well as fighting alongside the M23 in DRC with roughly 5-7,000 troops as of early December.."
