After analyzing the videos, I believe it's highly likely the first shot was a negligent discharge from the agent in the grey jacket after he removed the Sig P320 from Pretti's holster while exiting the scene. My breakdown:

Quick take: Helpful to the agent: • The encounter unfolded fast, which likely limited his ability to recognize that he was out of the danger zone for shots two and three. • He couldn’t see the angle of the tires (which a lot of people are putting a lot of weight on), which matters for assessing imminent threat. Not helpful: • Ms. Good was cordial and showed no animosity or threatening behavior before the encounter. • The agent placed himself in front of a moving vehicle and appears to advance toward it. • The “fucking bitch” remark at the end can be read as a mindset of compelling control/compliance rather than fear of death, which undercuts a self-defense narrative.

They're just making stuff up. Section 7 of the bill requires a fee for "each certification" and the certification is specific to each "device". They can charge you whatever fee they want, and apply it to each device you register. Michael Holmstrom
