Irregular migration is a common challenge facing our continent. Research suggests that, for many Africans, migration is driven less by choice than by compulsion. An Africa-wide conference to examine the push and pull factors shaping migration is long overdue. After all, most African migrants remain within the continent. A discussion that singles out one country, without considering the broader continental picture, risks undermining African unity and addressing only the symptoms of the challenge. This is the message we delivered in response to Ghana's petition to the AU Executive Council.

A deeply disappointing interview, replete with misinformation. First, the claim that two Nigerians have been killed during the current wave of attacks remains entirely unsubstantiated by available information. No Nigerian National has been killed during the current waves of attacks in South Africa. Second, it is untrue that five Mozambicans were killed. While there is an active South African Police Service investigation into the deaths of two Mozambican nationals, deaths we deeply regret, we trust that this matter will be thoroughly investigated, resulting in clear accountability and justice. We once again convey our sincere condolences to the government and people of Mozambique. We have cooperated fully with your High Commission to facilitate the necessary repatriation process. It is therefore deeply strange that we are hearing for the first time, through this interview, that 15 Ghanaians are currently hospitalised. We have no information of that nature whatsoever. In fact, to date, the High Commissioner has not shared any information with us, not even regarding the single individual he previously discussed in media interviews. Regarding what you have referred to as a “nuclear default” against South African companies: this will not be triggered by the recent attacks. The truth is, mere months into the new Ghanaian administration, the operating conditions for a number of South African companies had already been made untenable. I was compelled to write to you, my dear brother, alerting you to these challenges. Be advised: I am prepared to publish that letter if its existence is denied. Third, we reiterate the findings of our Department of Home Affairs and the Border Management Authority concerning the 27 May flight of 300 individuals. Of these, 25 came from the our deportation facility, transported by the Immigration Inspectorate of the Department of Home Affairs. The remaining 275 were brought by the Ghanaian High Commissioner. Following an intensive check-in process, the travellers proceeded to BMA Immigration, where approximately 90% were found to be undocumented. Consequently, the Ghanaian Embassy was required to issue them Emergency Travel Certificates, single-page, one-way documents permitting a traveller to return only to their country of origin. Furthermore, most of these travellers were found to have overstayed their visas by more than 30 days, with some overstaying by a year or more. Let there be no misunderstanding: we will vigorously defend any frivolous or baseless lawsuit emanating from Ghana against South Africa. Our initial hope was simply to assist the Government of Ghana in repatriating its citizens in a humane and cordial manner. However, we will not continue to tolerate this public spectacles, characterised by incomplete information and outright misinformation devoid of any diplomatic decorum. Make no mistake: the South African government remains committed to regional integration. We are, and will remain, open to discussing the push and pull factors relating to migration at a bilateral level, the African Union or any multilateral forum but Let us be factual in our engagements and not pander to unnecessary public spacteclaces that are devoid of any diplomatic decorum. Having been on both ends of violence and hostility directed at migrants, Ghana has invaluable lessons to impart. We are ready to learn from your wealth of experience in this regard, including how Ghana has managed social tension while protecting, exclusively for Ghanaians, the very sectors in which Ghanaians in South Africa thrive. As we have stated on numerous occassions, violence directed at migrants is an affront to our constitutional order. Our democracy is founded on the principle that none shall suffer discrimination on the basis of race, nationality, religion, gender or sexuality. As we navigate this complex and fluid situation, we are determined to uphold this promise.

Let me state this plainly: I condemn Solidariteit’s divisive rhetoric in its totality. It is divisive, it is anti-democratic, and it has no place in our sovereign nation. The Afrikaner community is a fundamental part of South Africa's unity & diversity, one group among many that make our nation strong. They are not, and will never be, some separate, carved-out entity. We are one people under one flag. My duty is to advance the interests of all South Africans on the global stage. These desperate attempts to splinter us only weaken our hand. We will not be distracted from securing & promoting the national interest of the nation.

As the Chairperson of the African Union Committee of Five(C5) responsible for overseeing the process of the implementation of the revitalised peace agreement, we left South Sudan with renewed hope that peace will prevail. And, that a process of inclusive national dialogue involving all the signatories to the revitalized agreement will be undertaken, and that all the processes that will move from now will remain credible, and that all parties will be involved and be allowed to participate in this process. It is important that the elections should be inclusive, should be transparent, should be fair, and the security environment should be conducive to conduct free and fair elections.

We also express our deep appreciation to the government and the people of Botswana for the warm hospitality extended to us since our arrival in this beautiful and historic city of Gaborone. To us, Botswana is not just a neighbour. Through the realities of geography, culture, shared history and heritage, our two countries are bound by a common belonging. Our people speak the same language and draw water from the same well. Our interests and fortunes are interwoven in a fabric that is not only beautiful but also durable. In the dark days of Apartheid, Batswana opened their homes to us – a gesture of solidarity that often invited the wrath of the ruthless white minority regime. Today, thanks to the collective efforts of the people of our region and beyond, South Africa is a free nation. Leadership, Honourable Speaker, is not the art of chasing applause or inflaming anger. It is not about prancing in red overalls or stomping around in military cosplay. It requires a steady hand and the discipline to do the hard work of governing. It means making decisions that are not always popular but are necessary to protect the long-term interests of our people. That is the leadership President Ramaphosa has consistently demonstrated: leadership that unites South Africans, rejects populism, chooses responsibility over rhetoric and remains committed to the difficult task of building a truly united, democratic and prosperous South Africa.

We working on various confidence building measures, building on from the African Union High-Level Ad Hoc Committee for South Sudan Summit in Addis Ababa as chaired by President Ramaphosa earlier this year.

Yesterday I had the opportunity to address Senior Government officials at the Inter-Departmental Workshop on the Regional Indicative Strategic Development Plan 2020–2030 in the context of South Africa’s Chairship of SADC. Only 12 per cent of South Africans interviewed had heard of the African Continental Free Trade Area. This means that more than 80 per cent of our citizens were unaware of one of the continent’s most important economic integration projects. If awareness of the continental free trade area is this low, what would the numbers look like if citizens were asked about SADC Vision 2050, the Regional Indicative Strategic Development Plan and the quest for a common, prosperous future in our region? The success of any strategy depends not only on its technical design. It also depends on our ability to frame and champion a vision that society can rally behind. We must demonstrate that ordinary South Africans stand to gain from regional integration. This task is even more urgent in light of acts of violence and intimidation that are directed at migrants from our African continent. South Africa is governed by the rule of law and respect for human rights. No civilian has the authority to assume the functions of law enforcement agencies. Acts of lawlessness, intimidation and violence against migrant communities have no place in our constitutional democracy. As the Minister of Police pronounced that, government will act against those who foment chaos and target migrants. These acts of violence constitute a threat to our constitutional order. The pronouncement that all those found to be participating in, inciting or supporting such criminal conduct will face the full might of the law must be welcomed by all of us. We have to work together with countries in the region to deal with the root causes of irregular migration across our region and continent. The economic, crime and cross border criminality is a shared responsibility that we must tackle together.

South Africa is anti-war and prefers dialogue over violence. Global attention is on this Conference. There is an expectation that we will deliver an effective response to the destruction of an entire population and a peaceful path for preserving the prospect of a viable Palestinian State existing side by side with the State of Israel in peace and security. This expectation is not misplaced, and it could not be higher.

We are honoured by the renewed trust that member states placed in South Africa through its re-election to the Council, whose 20th anniversary we mark this year. We are concerned about the attack on multilateralism, the unpredictable geopolitical dynamics and the erosion of a rules-based international order. In this complex environment, South Africa remains firmly committed to constructive dialogue, and the defence of the universal core values. As the year 2026 marks the 25th anniversary of the Durban Declaration and Programme of Action, we embrace this moment not only as a commemoration, but as a renewed call to action. In 2025, the African Union Member States reviewed the progress towards the attainment of long overdue justice and reparations following decades of colonialism, apartheid, slavery, the slave trade, and the transatlantic slave trade. We remain seized with this matter.
