Dear M. Nageswara Rao IPS (Retired) sir, I truly appreciate honest commentary on political humility and police protection to robber barons. Other day I came across your post on appreciating the CM of Telangana for scaling down of police security to many ‘VIPs’ including some senior officers who sacrificed best part of their careers to deal with the most violent home grown insurgency of our times. We will debate it at a later date, but what missed your attention is the gentleman who is officially moving with a posse of huge police security sporting imported automatic weapons! His only qualification is that he is the brother of hon’ble CM of Telangana!!! Shabad Massacre Could Have Been Prevented: Once Shabad accused is apprehended the police will either send him to judicial custody and then to divine custody to pacify angry masses. This obviously doesn’t absolve them of their guilt. In fact, the real questions we all should be asking are: 1. Why was the accused not arrested and produced before magistrate? Was there any compelling reason to not to arrest this monster? If yes, what are they? 2. Why were the statements of victim, her mother, and uncle not recorded by the magistrate under 164 Cr PC? 3. Why were the concerns of the uncle of the victim girl and victim weren’t informed to the trial court magistrate to cancel the bail of accused? Did you (police) send this case file to public prosecutor (PP) for legal opinion to get the bail cancelled? 4. Did both ACP and DCP, Chevella review the POCSO cases in their regular crime meetings? If yes, what written instructions (about forming special parties) did senior officials give to both the CI and SI? They should be in the CD file. No padding up please. 5. Did CP, Future City ever review the POCSO cases? If yes, what instructions did he pass on to his field officers of Chevella? 6. How often did the home minister and DGP review the Pocso cases and crimes against women? If yes, please show us the minutes of meeting. 7. Every PS has a detective inspector and every ACP division has a special branch officer and did they ever come across the information about the accused? If not, why? 8. Telangana has DGP, Women Safety post. Was this Shabad case ever reviewed by DG Women Safety? Even every Commissionerate has one DCP/ACP Women Safety and many SHE Teams. How did they miss info about accused and the case? 9. Had you done at least some of the above all these precious lives would have been saved. What kept you so busy all the day that you couldn’t spare your precious time to investigate this case? Is it bandobust to Revanth and his four brothers or land deals or anything? 10. Why do you think only SI and CI alone are responsible? Why not concerned ACP and DCP? Did they not fail in close supervision of the horrendous crimes that happen in their immediate surroundings ? As a society we must continue to ask the above questions to the government and home minister, Revanth Reddy garu. He is also accused of this ghastly massacre under vicarious liability principle. He failed to supervise the crimes against women and children regularly in spite of taking the lakhs of rupees salary every month and staying in a huge bungalow which is built with public money at nominal rent. We should also ask ourselves as a civilised society as to why we are unable to share the grief of these families of these poor victims. Why do we(including media) behave differently when rich become victims of such crimes?? No candle light rallies, no two minutes silence no media follow ups for these hapless souls. NIC కేవలం హోస్టింగ్ ఏజెన్సీ మాత్రమే. కాంగ్రెస్ పాలనలో రాష్ట్ర వ్యాప్తంగా అక్రమంగా దాదాపు 22,000 భూముల బదలాయింపులు గత రెండేళ్లలో జరిగాయని మేము మా వద్ద ఉన్న ఆధారాలను గత వారం ప్రజల ముందు ఉంచాము. మంత్రి గారి నుండి నేటికి ఎలాంటి సమాధానం రాలేదు. గత జనవరిలోనే ఇదే మంత్రివర్యుల హాయాంలో జనగామ జిల్లాలో మీ సేవ ఆపరేటర్ల ద్వారా జరిగిన కోట్లాది రూపాయల చలాన్ల కుంభకోణం బయటపడింది. దాని మూలాల్లోకి వెళ్లకుండా తెలివిగా మంత్రి గారు కొంతమంది మీ సేవ ఆపరేటర్లను అరెస్టు చేయించారు. అసలు రాకాసి బదలాయింపు కుంభకోణం బయటకు పొక్కకుండా జాగ్రత్తలు తీసుకున్నారు. పత్రికల్లో దీనికి సంబంధించిన వార్తలు ఏవీ ప్రచురించకుండా యాజమాన్యాలను బెదిరించారు. అసలు కుకునూర్పల్లిలో ఏం జరిగింది? గత 40 ఏళ్లుగా భూమిపై కాస్తులో ఉన్న కొంత మంది వ్యక్తులు తమ పరపతి ఉపయోగించి ‘తహసీల్దార్ ఆర్డీవో ల ప్రమేయం లేకుండానే’ తమ భూములను బదలాయించాలని భూభారతి నుండి అప్రూవల్ తెచ్చుకొని, 1B పాస్ బుక్ కోసం స్లాట్ బుక్ చేసుకున్నారు. ఆమె ఫీల్డ్ వెరిఫికేషన్ చేసి ఆ భూముల్లో ఆ రైతులే ఉన్నందున అప్రూవ్ చేశారు. కాని అసలు ఇది ఎట్లా సాధ్యమైంది అన్న మౌళిక ప్రశ్న ఎవరూ అడగలేదు??? ఈ పోర్టల్ సూపర్ అడ్మిన్(మాస్టర్ కీ) రెవెన్యూ మంత్రి లేదా సీసీఎల్ఏ లే అయినపుడు వాళ్లకు తెలియకుండా ఇది రెండు సంవత్సరాల నుండి జరుగుతదా? దీనికి నోరు లేని తహసీల్దార్లను ఎట్ల బలిచేస్తరు??? నిషేధిత భూముల జాబితాల నుండి అసైన్డ్/ప్రభుత్వ భూములను తీసే అధికారం కలెక్టర్లకు ఉంటుంది కదా? మరి వారి మీద ఎందుకు చర్యలు తీసుకోవడం లేదు మంత్రి గారు?? మీకు దగ్గరగా విలువైన భూములున్న ORR చుట్టూ ఉన్న మీ వర్గ తహసీల్దార్ల మీద ఆర్డీవోల మీద ఈ విధమైన చర్యలు తీసుకుంటారా? వుల్టా అందలం ఎక్కిస్తారు..అవునా? ప్రభుత్వం చెబుతున్నట్లు గా విచారణ లోతుగా జరగడం లేదు…అంతా కేవలం ఒక డ్రామానే: 22,000 రికార్డుల బదలాయింపులు వేల కోట్ల కుంభకోణం లో ప్రభుత్వం స్పందన చాలా విచిత్రంగా ఉంది. రెవెన్యూ మంత్రి ఉన్నత స్థాయి పోలీసు విచారణ కోరకపోవడం, హోంమంత్రి రేవంత్ రెడ్డి గారు దీన్ని సుమోటోగా తీసుకుని కేసు నమోదు చేసి దర్యాప్తు చేయకపోవడం పక్కా ‘క్విడ్ ప్రో కో’ వ్యవహారమే. ప్రజలను పక్కదోవ పట్టించడం కోసం మన మంత్రి వారు ‘ధరణి’ పేరుతోనే ఇంకా కొన్ని పత్రికల్లో లీకులు ఇప్పించి కావాలనే కాలయాపన చేస్తున్నారు. కేసు నమోదు (FIR) చేయకుండా ఈ దర్యాప్తు ఏ విధంగా చేస్తారు? నాకు నీవు-నీకు నేను: చీటికి మాటికి SIT వేసే రేవంత్ రెడ్డి ఈ పొంగులేటి కుంభకోణం విషయం లో సిట్ వేయకపోవడం అంటే ‘మనిద్దరం కలసిదోచుకుందాం-పరస్పరం కాపాడుకుందాం’ అన్నట్లుగా ఉంది ఈ వ్యవహారం. One doesn’t have to be a rocket scientist to understand why Dy CM who should be sitting next to CM in the order of protocol. This is all because of deep rooted discrimination. If it is not, then: 1.
