It’s about time we exposed the NPP’s deliberate and entrenched mischief about the genesis of National Health Insurance in Ghana. For the records, NHIS was piloted by the NDC/Rawlings government. The NPP opposed the idea of a single NHIS back then. The Kuffour/NPP government introduced NHIS in the year 2003 in the form of “District Mutual Health Insurance Schemes” (DMHIS) through the passage of ACT 650 (REPEALED). Section 2 of ACT 650 only provided for the establishment of a National Health Insurance Council to among other things, register, license and regulate, health insurance schemes; supervise the operations of National Health Insurance schemes; and grant accreditation to health care providers and monitor their performance. It is worthy of note, that this scheme was not potable. An administrative directive by the Kuffour government for the issuance of universal NHIS cards on September 2008 did not and could not change the scheme from a District Mutual Health Insurance (DMHIS) Scheme into a national one. It continued to remain a DMHIS. Thus in the year 2012, the NDC government sponsored ACT 852 to repeal ACT 650 and establish the National Health Insurance Scheme we have today, where the NHIA implements, operates and manages a single NHIS for the entire country. made a false claim that your government has introduced a pension scheme for cocoa farmers. 2.I corrected you by stating that it was rather the NDC/Mahama government that set aside/allocated and bequeathed to you seed funds of about GHS28 million cedis for a pension scheme for cocoa farmers. decided to call me a liar and even insulted me as being dumb. You then went on to challenge me to tell you my source of information. 4.I cited the 2020 Auditor General’s report as my source. then threw a challenge to me to point to the specific part of the Auditor General’s report which makes the said assertion. And that you will even buy airtime for me to prove my assertion or shut up forever. (See attached video) 6.True to my word, I adduced incontrovertible evidence, specifically pages 253, 254 and 255 (find attached) of the “Report of the Auditor General on the Public Accounts of Ghana- Public Boards, Corporations and Other Statutory Bodies for the year ended 31 December 2020” to buttress my factual assertion. 7.Instead of you to eat humble pie and do the honorable thing by apologizing for advertising your ignorance and arrogance on radio, you decided to send the grossly incompetent CEO of COCOBOD who has recklessly mismanaged and run down the once-pride of the nation to go on Asempa FM to obfuscate the issues. 8.Your CEO now decides to shift the issue from whether or not the fact of my assertion is contained in the 2020 Auditor General’s report which was the actual bone of contention, to the fact that, the said amount of money I referred to, was only a mere ledger entry on paper but that, same was not used to establish any fund. Folks, I will ignore the ignorant but incorrigible attention-seeking arrogant noisemaker and address the ridiculous claims of the grossly incompetent CEO of COCOBOD, Joseph Boahen Aidoo. Now for the information and free education of the grossly incompetent CEO of COCOBOD; I) My factual assertion was to the effect that, the erstwhile NDC/Mahama government set aside/allocated and bequeathed to you, seed funds of GHS28 million for a pension scheme for cocoa farmers. (See the attached 45 seconds video). II) The claim by the grossly incompetent CEO that the amount under reference was a mere ledger entry, betrays his understanding of what a ledger is. No wonder COCOBOD has made huge losses under his leadership for the six (6) consecutive years he has been at the helm of affairs. III) If the said GHS28 million had not been set aside between 2013-2016 as you claim, same would not have been captured by the ledger of the company. IV) *More importantly, the response of the Management of COCOBOD to this matter captured at paragraph 1254 of the 2020 Auditor General’s report completely belies the ridiculous claim of the grossly incompetent CEO to the effect that, the said GHS28.9 million was a mere ledger entry on paper.* Paragraph 1254 of the 2020 Auditor General’s report states as follows; “The amount of GHS28,898,676.88 set aside as Contributory Insurance for the period 2013 to 2016 has been included in total corporate investments. In order to ensure transparency and fairness, management of COCOBOD will ensure that a separate investment is made for the Contributory Insurance under a Fund Manager.” V) If the said amount was a mere ledger entry as claimed by the grossly incompetent CEO, how come the Auditor General found that the amount was set aside from profits of COCOBOD between 2013-2016? More importantly, why did the management of COCOBOD which the grossly incompetent CEO heads, tell the Auditor General that the said amount was included in the “total corporate investments” of the company? Did the management invest a mere paper as part of their total corporate investments? Ridiculous! Now go back and do your homework! The grossly incompetent CEO must stop the lies and resign immediately for collapsing COCOBOD. He has been totally useless so far.

I have seen some desperate NPP propagandists share a video of the Upper West Regional Hospital, with the claim that it was started by Former President Kufour and completed by President Akufo-Addo. Although the history of the Upper West Regional Hospital is well-known and a matter of public record, it is important to set the records straight so that unsuspecting Ghanaians are not hoodwinked by this dubious propaganda. 1. The 160-bed Upper West Regional Hospital project was one of the nine (9) hospitals which were awarded to Euroget De Invest in the year 2010 by the Government of Ghana. 2. The project was conceptualized and initiated by the Kufour government as part of what is called “The Hospitals Project”. Euroget De Invest was engaged by the Government of Ghana to design and build 8 hospitals for the Ministry of Health and 1 hospital for the Ministry of Defense. 3. A Memorandum of Understanding (MoU) was signed by the Government of Ghana and Euroget De Invest for the nine (9) hospital projects in April 2008. 4. Cabinet gave approval for the Euroget hospital projects on 29th October 2008. 5. On 12th November, 2008, the Parliament of Ghana approved the loan for the Euroget hospital projects, an amount of $339 million dollars which was to be sourced from Egypt. The Kufour government was then voted out of office. See 6. The contracts for the projects were signed between the Mills government and Euroget in 2010. 7. On 31st July, 2010, then Vice President of the Republic of Ghana, H.E John Dramani Mahama cut the sod for the Upper West Regional Hospital. 8. However, construction of the project could not commence due to the inability of the company, Euroget De Invest to secure funding from Egypt. This undue delay was mainly occasioned by the Arab spring upheaval in Egypt. Thus, the Upper West regional hospital could not start on schedule due to lack of funds. See 9. Through the hard work of the Mills/Mahama government, approval was given to Euroget De Invest and funding was secured from a Barclays PLC- ABSA SA consortium to finance the project in August 2012. See 10. In November 2012, just before the elections, then running mate to Akufo-Addo, Alhaji Bawumia visited the project site with the media and mocked John Mahama and the NDC for deceiving the people of Upper West region. See 11. Actual construction began in 2014 under the Mahama/NDC government with funding from the Barclays-ABSA bank consortium. By the time John Mahama was leaving office, the project was about 95%. These facts are verifiable and indisputable. 13. It is true that the project has its roots in the Kufour government. It was in 2008, that the MoU and original loan agreement was signed and approved. However, the funding arrangement envisaged under the Kufour government didn’t materialize. The contracts were signed and the sod cut for the project by the Mills/Mahama government. More importantly, Funding was secured in August 2012 under the Mills/Mahama government. Construction began in 2014 under the Mahama government and was over 95% complete in 2016 before John Mahama left office. 14. The Upper West Regional hospital project should have been fully completed and commissioned latest by 2017 but was unduly delayed by President Akufo-Addo and commissioned in 2019. 15. While it is fair to give President Kuffuor the credit for conceptualizing and initiating the project, the chunk of the credit must go to the Mills/Mahama governments which worked with Euroget to secure funding for the project and supervised the construction of the project from ground zero to about 95% completion stage. 16. Akufo-Addo and Bawumia knows next to nothing about this project and contributed very little to its completion. SAMMY GYAMFI ESQ.

After mismanaging Ghana’s economy and plunging the country into a self-inflicted debt crises, with hyperinflation, high unemployment, unbearable lending rates and excruciating hardships, the failed Finance Minister decided to compel civil servants to abandon their posts during working hours to salute and cheer him up after presenting a hopeless budget to the Parliament of Ghana. What an insult to the sensibilities of suffering Ghanaians. This is how low we have sunk as a country; total leadership paralysis. My heart bleeds for Ghana.

Did you know, that at a time when we are all suffering, the corrupt NPP government has spent over GHS339 million, equivalent to 3.3 trillion old cedis of our taxes to construct a useless swimming pool for God all in the name of building him a cathedral????
