A BIZARRE STATEMENT FROM THE CEC Election Commission of India As a retired civil servant from the IAS Association and an alumnus of IIT Kanpur, I am, yet again, appalled to hear the CEC state that de-duplication software is unnecessary simply because a person is “expected” to fill only one Enumeration Form during the BLO’s house-to-house visit, and that one would sign twice only if he/she has a “criminal mind”. This is an astonishingly casual dismissal of a very real and well-documented issue. Yes, #GyaneshKumar, registering as a voter at more than one location is a clear offence under the Representation of the People Act, often driven by political or financial motives. That is precisely why technology-based de-duplication is essential. Moreover, the manner in which you brushed aside the valid concerns raised by Anubhuti Vishnoi (Economic Times) and vrinda (Hindustan Times), by invoking the completely unrelated Schrödinger Equation, was rather disappointing. The credibility of our #electoralrolls depends on robust systems, not wishful assumptions. Sometimes, such casual remarks leads to avoidable controversy about #SIR. A QUICK TECH FIX TO BYPASS THE TEDIOUS MANUAL SEARCH IN SIR DRAFT ROLL–2026 Tired of manually scanning ~1,000 names in the SIR Draft Roll–2026 just to check whether your name exists? Here’s a simple workaround. 🔹 Download the PDF of the SIR–2026 Draft Roll for your Polling Station 🔹 Right-click → Open with the latest version of Google Chrome (Desktop/Laptop only) 🔹 Chrome magically makes the PDF searchable, even though the Spokesperson ECI had rendered it machine non-readable on almost all standard PDF readers, including Adobe. 👉 This means Ctrl + F works in Chrome, sparing you the eye-straining, page-by-page hunt. I am attaching screen recording. Trust me: I spent nearly 15 minutes manually scanning every page of the correct polling booth and still couldn’t find my name. This trick worked instantly. #GyaneshKumar certainly makes life “interesting” for those of us who enjoy pushing technology to its limits 😃 Background (Why this hack is needed): ✅ Since 2023, Election Commission of India has been issuing Electoral Rolls in machine non-readable PDFs. As a result, searching names using Ctrl+F is disabled on most PDF readers. ✅ Shockingly, even EPIC numbers are not searchable in the SIR Draft Roll PDFs, arguably in violation of directions of the #SupremeCourtofIndia, making verification unnecessarily cumbersome. ✅ Searching by EPIC number or personal details on only gives the serial number in the existing Electoral Roll, which may not match the serial number in the SIR Draft Roll–2026, because: Some voters above you may not have submitted enrolment forms, or Their data could not be mapped till now with the 2002–03 SIR database. ✅ Opening the PDF in the latest Chrome (Desktop) solves this problem. ✅ For Indian language rolls (including Hindi), use a Unicode-enabled keyboard such as the Microsoft Indic Language Input Tool or similar. ⚠️ Note: This workaround works on a PC/laptop only. The mobile version of Chrome doesn’t support this yet, maybe a future update will. Incidentally, there are simple and well-established tools through which such electoral roll PDFs can be made fully machine-readable. This is precisely what Nitin Sethi and his team demonstrated while identifying over 14 lakh duplicate voters in #BiharSIR2025. In an era where data analytics, AI, and OCR tools are routine, it is difficult to comprehend why the Election Commission of India continues to insist on issuing non-searchable electoral rolls, by relying on a narrow interpretation of the Kamal Nath judgment (2018) on Electoral Rolls. Transparency, verifiability, and ease of access are core democratic values, not optional conveniences. Purity of electoral rolls must take precedence over individual privacy. After all, the Electoral Roll only has age and address. A democracy survives on one person–one vote, not on opacity disguised as data protection. A Brazilian model appearing 22 times, one lady listed 200+ times across 2 booths, and one house with 500+ voters. If what Rahul Gandhi revealed today and the Electoral Roll extracts shown at his press conference are accurate, then the CEC #GyaneshKumar’s summary rejection of de-duplication software is not just bizarre, it’s criminal dereliction of duty. True, those left out of the rolls should have appealed. But this bulk inclusion of the same individuals under different names is a fraud upon Indian democracy itself. These duplicate voters might have supported any party and voted only limited number of times per day, yet the very existence of such multiple entries is a serious electoral offence. Rahul Gandhi should now set a benchmark in transparency by releasing his data in the public domain, digitally searchable for all the data analysed by his team. The Spokesperson ECI data (even in Bihar) is searchable only by EPIC number but not by name, photo, or other parameters. Genuine, citizen-friendly searchability is essential for verification. Top 122 and 192 of the world’s 200 most polluted cities/towns a little past midnight were in India. With 674 plus AQI and life threatening 486 μg/m³ PM 2.5 at 4 am., it was literally a gas chamber! Still, Bhupender Yadav, Minister in MoEF&CC gave evasive, bureaucratic replies in the Rajya Sabha. There is hardly any real difference between World Health Organization (WHO) ’s Interim Targets (1–4) for air quality and India’s own National Ambient Air Quality Standards, 2009 notified by MoEF&CC and Central Pollution Control Board. I have reproduced both for ready reference. There's no need to quibble over quibling or dismissing what all pulmonologis say. The least we can do is to strive to meet these intermediate milestones. When PM2.5 penetrates the bloodstream irreversibly, the absolute concentration determines long-term health damage, and not whether the AQI is calculated using US, Indian, or EU methods. And for the record, the screen-capture of the top 200 most polluted cities is based entirely on CPCB benchmarks. PMO India, मौसम का मजा will become a cruel joke unless your office intervenes seriously & decisively on this crucial front, it will no longer be a mere environmental challenge, but for many vulnerable groups (like the old & young children), a drawn out war between life and in some cases, slow untimely death. 🙏 Commission for Air Quality Management also may please review and invoke GRAP-3 in anticipation (as per the Apex Court direction) as the 24 hour average #AQI yesterday was 349 even as per your numbers at 4 p.m. and the corresponding figure for AQI for December 12 was 428. Even as citizens in Delhi-NCR continue to gasp for clean air, with PM2.5 silently & irreversibly infiltrating their bloodstream (with documented long-term health risks), the Commission for Air Quality Management has chosen to lift GRAP-3 and scale the conditions down to a modified GRAP-2. This decision is based on optimistic forecasts from IITM Pune and India Meteorological Department that air quality will improve by tomorrow. But what if these projections turn out to be wrong? On 26 October, the average AQI for New Delhi stood at 390, barely 10 points below the GRAP-3 threshold of 400. So, from where did they get the figure of 327? From some well sprinkled monitoring station? Ground reality is far more alarming. Barely an hour ago, Greater Noida recorded an AQI of 550, with PM2.5 levels nearly 30 times higher than the permissible limit. Yet decisions continue to be driven by 24-hour averaged values drawn from multiple monitoring stations, some of which in Delhi are operating smog guns and sprinklers, effectively suppressing real-time readings and masking actual exposure levels. At a time when public health should be the highest priority, relying on hurried strategies based on limited forecasts and small sample modelling may not be the most prudent approach. When the health implications are long-term and affect every age group, erring on the side of caution is not just advisable, it is responsible governance. This is not a time to score brownie points. It is a moment to protect lives as ill effects will be known many months or years later. The Delhi Environment Minister Manjinder Singh Sirsa announced this decision almost triumphantly, noting that hybrid mode in schools and 50% work-from-home will be withdrawn as if in compliance of CAQM decision! Delhi & other State Governments are free to exercise more caution then what CAQM suggests. One can only hope that CAQM’s optimism proves justified and that we will not be forced to reinstate GRAP-3 in the coming days.
