Donovan, Joint Task Force Western Hemisphere (JTF-WHEM), in coordination with the Ecuadorian government, interdicted a vessel in the Eastern Pacific Ocean operating as a refueling station supporting illicit at-sea drug trafficking efforts of the Los Choneros narcotics-terrorist organization. Per the release, sailors and U.S. Marines from the USS San Antonio (LPD-17) boarded and cleared the vessel, apprehended those aboard, and transferred them to Ecuadorian authorities. Speaking to reporters in the Oval Office, when asked about why his administration hasn’t pushed Interim Venezuelan President Delcy Rodríguez to hold elections, U.S. President Donald J. Trump said that he thinks they are not ready for elections at this time. This comes amidst a shaky dynamic between Venezuelan opposition leader Marìna Corina Machado and the Trump administration, the aftermath of twin 7.2 and 7.5 magnitude earthquakes, and a landmark U.S. Venezuela oil deal.

EU High Representative for Foreign Affairs and Security Policy spoke today on the EU’s response to escalating Russian hybrid and direct actions against European states that support Ukraine today. Per Kallas, the EU has prepared 1,600 listings for the Russian military complex that will be discussed today in the context of what will likely be more sanctions packages levied against Russia in response to escalating actions. However, such efforts, or lack thereof, are likely to draw the ire of many who believe that the EU’s collective response to Russian aggression can best be characterized as feckless.

Overnight, a major flash flood struck the Nepal–Tibet border region, killing at least nine people and leaving hundreds missing. Video compiled by the BBC show the waters rapidly rising across the region. The flooding hit communities along the Lhende Khola River, sweeping away roads, bridges, homes and hydropower infrastructure. A massive mudslide also struck Gyirong Port, a major crossing between Nepal and Tibet, cutting roads, communications and power connections. Local authorities suspect an earthquake triggered an ice and rock avalanche into the river, producing the sudden surge of water. The scale of the incident is still unfolding. At least 348 people have been reported missing, including 105 Indians, 93 Nepalis, three Americans and 12 British nationals. Eight South Koreans working at a hydropower project are also missing. Authorities are warning that the danger may not be over. A blockage remains upstream on the Lhende Khola, raising the possibility of another major flood. Nepali and Chinese authorities are conducting rescue operations, with 574 Chinese rescuers deployed to the affected border crossing. India and South Korea are also coordinating assistance. Rescue helicopters have so far been unable to land in some areas because of the flooding and debris.

Two F-16AM Fighting Falcons with the Romanian Air Force were scrambled early Thursday to investigate an unidentified naval surface drone spotted near the Neptun Deep Project, a major European offshore natural gas field off the coast of Romania in the Black Sea. On approach, the drone - believed to be of Russian origin - was determined to be an active threat, with one of the F-16s using its M61A1 Vulcan Six-Barrel Gatling Gun to target and destroy the explosive-laden surface drone, roughly 80NM east of the Romanian Black Sea coastal city of Constanța. Romanian President Nicușor Dan blamed the incident on Russia, stating in a post online: “I strongly condemn the intensification of these types of irresponsible incidents on the part of the Russian Federation.” While European Commission President Ursula von der Leyen described it as part of an “escalating campaign of threats” against the European Union.

According to TankerTrackers, the merchant vessel identified by U.S. Central Command (CENTCOM) as the Mozambique-flagged M/T Lavine is the same ship operating under the name M/T Disha (IMO 8818219). CENTCOM says the vessel repeatedly attempted to breach the U.S. naval blockade of Iran, ignored multiple warnings, and was ultimately disabled after U.S. forces fired into its engine room on July 24th. TankerTrackers reports it first observed the vessel entering the U.S. blockade perimeter on July 23. The organization notes the tanker has been under U.S. Office of Foreign Assets Control (OFAC) sanctions for the past two years and alleges it previously transported Iranian liquefied petroleum gas (LPG) to the Houthis in Yemen. The Forward Seamen's Union of India (FSUI) says the vessel was carrying 28 Indian seafarers, all of whom survived the incident. The union alleges the strike targeted the vessel's accommodation area. However, video shared by the organization appears to show flames emanating from a hatch at the base of the smokestack, directly above the engine room, which is broadly consistent with CENTCOM's statement that U.S. forces disabled the vessel by firing into its engine room. The footage alone does not conclusively establish the exact point of impact. Source:
