If Rwanda is truly governed by its Constitution, then someone should explain why a cabinet minister Dr. Jean Damascene BIZIMANA at Youth Forum felt the need to begin by saying: “Respected First Lady, I thank you for giving me this opportunity in this Youth Forum.” Under Rwandan law, ministers hold constitutional office and exercise authority delegated through state institutions. The First Lady, however, holds no constitutional position, no executive mandate, and no legal authority over government ministers. When ministers speak as if permission flows from unelected family members, it raises an obvious question: who is actually exercising influence in Rwanda❓ This is why we describe Paul Kagame’s system as a family enterprise masquerading as a republic. The Constitution speaks of institutions, accountability, and public office. Reality too often appears to revolve around one family whose influence extends far beyond any role recognized by law. A republic is supposed to be governed by institutions, not by family prestige. Let’s look at what my sister is actually saying. First, I am not arguing about the term ‘Genocide against the #Tutsi.’ It is a fact. Tutsis were hunted and killed just for being Tutsi, and Hutus did the killing. But let’s be honest about the story being told. While Hutu extremists were the killers, the Gacaca court records prove that most Hutus did not kill anyone. The story from the FPR-Inkotanyi is a lie. They try to make every Hutu look like a murderer just to shame the whole group. The official ceremonies are also unfair. They honor the Tutsis, which is right, but Hutus killed by the #Interahamwe or the #RPA get no respect from the country. By ignoring them, the government is treating these innocent victims like the monsters who killed them. Then there is the big lie: The government says there are no ethnic groups in Rwanda(#Ndi umunyarwanda ), but their whole definition of the genocide depends on those groups. It’s a joke. This confusing talk is why foreigners always ask: "Are you from the group that killed or the group that died❓ Make no mistake: Paul Kagame and the FPR-Inkotanyi are doing this on purpose. They want to hide their own part in the violence. From the shooting down of #Habyarimana’s plane ( that’s not justification for killing Tutsi’s tho) the killings in Byumba, Gakurozo, Kibeho, and the Congo, they are trying to bury history. It is a shame and an embarrassment that Rwanda is represented in America by a woman who has no shame about lying in public like Mathilde Mukantabana 1️⃣Linking the sanctions that America imposed on the Rwanda Defence Force to the genocide against the Tutsi in Rwanda is so disgusting. Stop using the families of innocent victims in the atrocities you commit. We all know that those sanctions stem from Kagame using the #RDF to steal mineral resources through the wars he constantly sparks in the eastern Congo by invading their border. 2️⃣Saying that Rwanda is blamed for #M23's killings and playing the victim by claiming you are being treated unfairly contradicts the document you wrote yourself, which states that Rwanda collaborates with, works with, and supports #M23. 3️⃣Saying that there are Americans who are your friends supporting you and that you are discussing lifting the sanctions is nonsense. Sanctions were enacted through executive authorities and cannot be canceled by individuals or private entities. Please stop, we are not stupid to be fooled by that . Paul Kagame’s regime problem and their supporters is that because you know they intimidated Rwandans,where anyone who speaks out is killed, they mistakenly think everyone must listen to them and stay silent. Minister Nelly Mukazayire constantly repeating that her mother participated in the Genocide against the Tutsi,and then highlighting her own rise to power,isn’t a sign of "unity" or "equality." It’s a calculated stunt. It’s just Paul Kagame playing his cards to look like a "great mediator" to the world. The fact that #NellyMukazayire’s mother was involved in the genocide should not be a defining story. As an educated professional, #Nelly’s position should be seen as a result of her own competence rather than a favor. Under the law, criminal responsibility is individual, not collective. However, there are concerns that her success is used as a propaganda tool to convince the international community that #Rwanda has an open political space and equal opportunities for everyone, potentially silencing critics in exile. This strategy suggests a preference for officials who may not feel empowered to challenge the existing state of affairs. There is also significant criticism regarding the #kagame’s past narrative that Hutu group must apologize for the actions of their parents. Such a narrative risks labeling an entire generation with "genocide ideology" based on their background, which hinders true healing. Real reconciliation requires the state to allow all Rwandans to grieve their loved ones freely. 🛑There was no "liberation struggle" for Rwanda, because even now the country remains shackled. It was simply a struggle to seize power at whatever cost. When the #RPA Inkotanyi invaded Rwanda in 1990 as Rwandans seeking to return with dignity, the government eventually agreed to the #Arusha Accords . They agreed to return with honor and join others to lead and build the nation together. Once everything was settled, due to greed and selfishness of Paul Kagame , he shot down the plane of President #Habyarimana . This happened without regard for the volatile atmosphere or the fact that our Tutsi parents inside Rwanda, accused of collaborating with the Inkotanyi, would be killed as a result. As Tito Rutaremara put it "You can't make an omelet without breaking eggs." They sacrificed our families just to monopolize power, leaving them to be exterminated by the #Interahamwe. Never leave this part out pleaseeee. Furthermore, saying the Inkotanyi didn’t revenge is a lie. It wasn't just revenge ,many innocent Hutus,children, the elderly, and pregnant women,were killed through the #DMI , as former RPA soldiers testify today. They were even pursued into #DRCongo . The fact that these witnesses are silenced doesn't mean it didn't happen. We also cannot forget our Tutsi Uncles who went to help the Inkotanyi only to be killed after accused by being spies of Habyarimana , or the #RPA soldiers killed for trying to rescue Tutsis from the Interahamwe. An Open Letter to His Excellency President Paul Kagame Your Excellency, After carefully analyzing the speech you delivered at the 17th Congress of the ruling party, FPR-Inkotanyi , I felt compelled to share the following reflections and questions. I write this letter in the spirit of civic responsibility, hoping that you, or those who assist you, will consider and respond to these concerns. 🔹 1️⃣ Leadership Example and Public Conduct You acknowledged that some leaders in Rwanda display bad behavior, and you are fully aware that young people look to national leaders as role models. When you publicly insult people using words such as “#Pumbafu”, what example does this set for the youth? As President, how do you justify publicly insulting those you disagree with and suggesting that they should not believe they could ever become President, as though leadership were something one is born into rather than earned through a fair political process? 🔹 2️⃣ Political Space and the Path to Leadership We all know that political space in the country has been severely restricted. When you state that there is a path for someone to become President, could you clearly explain what that path is? What real and practical political space exists today for a citizen who genuinely aspires to contest for the presidency? 🔹 3️⃣ Youth Movements and Non-Violent Change I appreciate that you listened to the program of #MillenZMovementRw and that you understand why young people are fighting for their rights. However, it is concerning that you suggest such struggles could be pursued through violent means, similar to the armed struggle of 1990. We are now in 2025, in a world shaped by technology, dialogue, and peaceful civic engagement. Why not open the political space and allow others to do what you have failed to do after 31 years of total leadership in Rwanda? 🔹 4️⃣ Accountability at the Highest Level You said that leaders who betray citizens should be beaten. If many people believe that you are the source of the country’s major problems, are you personally ready to be held accountable by the same standard you propose? 🔹 5️⃣ Public Resources and Presidential Travel You complain that ministers travel abroad too often and say you plan to stop it. But who will stop you from your frequent travels, often accompanied by two or three private jets? Government of Rwanda rents these planes for you, yet you are also the owner of the planes being rented. Who can stop this conflict of interest, where public money is spent on renting aircraft owned by the sitting President, including all related expenses? 🔹 6️⃣ Security Institutions and Human Rights Concerns You concluded by praising security institutions across all sectors, especially the #RDF and the #RNP, stating that they are performing even better than you once dreamed. This raises serious questions. -Is this the vision you once had in mind: Rwanda Defence Force an army accused by international reports of committing sexual violence against women during military operations in the Democratic Republic of Congo, linked to resource exploitation? -Is this Rwanda National Police force you envisioned,one shoots handcuffed civilians and later claiming they were attempting to fight security officers? -Is this the role you imagined for Rwanda Investigation Bureau , where critics allege it fabricates criminal charges against individuals who hold opposing political views? Your Excellency Paul Kagame , these questions are raised not out of hostility, but from a desire for transparency, accountability, and a genuinely open political environment for all Rwandans,particularly the younger generation whose future depends on today’s leadership decisions. This is dispossession. 🏚️ Kangondo & Kibiraro: 8 Years of State-Made Suffering In 2018, families from Kangondo & Kibiraro were pushed out, 🏗️ homes demolished, 📉 properties undervalued, 🚫 promised compensations never delivered, 🏢 and many forced into tiny Busanza units that don’t match what they lost. City-appointed valuers put absurd figures like $8k for 1,000m², then even THAT money vanished into thin air. Meanwhile… the same land they were removed from? 💰 Now tied to high value redevelopment worth $475,000 for 320m². So it was never about “urban planning.” It was about power. It was about who gets to live where. It was about who benefits, and who suffers. ⚖️ And Now? Kigali City RUNS From Court. We all know that during President Paul Kagame ’s childhood, he sold eggs on the streets of #Kampala to survive. Back then, no one beat him or harassed him for 'creating disorder' in the city. Recently, City of Kigali spokesperson Emma Claudine defended the brutal violence against mothers selling fruits and vegetables on the roadside. Her logic❓If the vendors didn't exist, the violence wouldn't be necessary. She claims that for the city to "look good," the government must make "tough decisions",a polite euphemism for harassing, fining, and beating women who are simply trying to feed their children. This is the sickness of modern FPR-Inkotanyi policy: The commodification of a "clean" image at the expense of human life. #Kigali is being groomed for the international stage,for tourists, investors, and high-level conferences,to look like a poverty free utopia.
