Modern "mean-spirited" humor in cartoons originates from Ren & Stimpy, but that wasn't part of the original vision. What it had that was & is revolutionary in a kids' cartoon was the absence of fake pathos, mandatory morals & emotional reassurance. Victor the Bully here isn't sugarcoated the way cartoon bullies usually are, & he doesn't come back to get his comeuppance either. They weren't trying to "traumatize" kids with this scene but were being honest because they respected them. When John & co. got fired & the show entered the Games era, I think those guys didn't understand the difference & that's when the humor became truly sadistic, with R&S getting frequently abused by a variety of bizarre, artificial characters. It felt more like stuff intended to make kids like Victor laugh, rather than Anthony. The humor from seasons 1-2 was "edgy" but I don't think it was truly mean.
