In Khiam, the resistance managed to thwart Israel’s attempts to occupy the town after more than a month of fighting and forced the Israeli withdrawal to Tell al-Hamamis to the south-west. Following the withdrawal, Israel violated the ceasefire by bombing the town just as its inhabitants were returning. The withdrawal of non-Syrian Kurdish forces, which had fought for years within the ranks of the SDF, was also announced. However, despite the official announcement, the process of integrating certain SDF institutions into the national structure remains pending, as does the implementation of the rights of the Kurdish population (and their protection against the anti-Kurdish campaign by Arab tribes) promised by the Syrian transitional government in January. It also remains to be determined how the ‘autonomous’ zone of Hasakah will function, and which powers will be shared and which will be regional.
