As in: not built. Not approved. No steel in the ground. No committed builder. After years of Liberal policy helping choke pipelines, punish Alberta, scare off capital, and make Canadian energy politically toxic, Carney is now selling investors the fantasy that Ottawa suddenly knows how to build.
