Wait! What game is this state witness playing? Is he becoming a hostile witness? Is this why Justice Baguma didn’t want him cross examined on matters outside his mention of Hajji Lutale? Did he have some sort of premonition that Mr Orlando would stink up the joint? How can the state maintain a treason charge when the main witness says he was laid to build the case and the guns in issue were planted by Kenya Police? How will Mr Richard Birivumbuka and his colleague clean up this mess in re-examination?

Turns out the Late Musinguzi Garuga’s wife addressed the claims made against her by their estranged son in a recent memorial service for her late husband. He didn’t attend. That dude sued the dad and teamed up with Matthew Rukikaire who had sued the dad for decades to go after his companies. She tells the story to her husband’s political activism from the UPM days to FDC and how he and Dr Besigye sold their houses to support Reform Agenda’s work and Dr Besigye’s first presidential campaign. She also calls on Ugandan leaders to invest in healthcare, saying if it wasn’t for her seeking for care in Turkey, she too could have died around the time her late husband died. Link to the full service is here: Her speech starts at 1:33 and her other son Johnnie Musinguzi’s equally powerful speech starts at 1:16 (see frames 2 and 3 for snippets).

ITMS Contract: Taxpayer be Warned. The Attorney General of Uganda, Mr Sam Mayanja, SC is quoted in the press as having declared the digital number plates contract “null and void”. (NO, not those two). A careful listening to what he said doesn’t seem to align with what the press is reporting (See attached video). But be that as it may, the contract in question, whose copy we managed to get, has contract termination clauses that leave the taxpayer on the hook for a few hundred million dollars. (See frames 1-3). Now, I’m no lawyer and I certainly can’t clothe myself with the legal knowledge of the Learned Attorney General but I’m old enough to remember a similar scenario play out in the SGS case where the taxpayers lost over UGX 109 Billion. This was in 2023. In 2015, the government of Uganda entered a USD 12.5 million vehicle inspection contract with SGS and in 2017, after a process not too dissimilar to what’s currently playing out in Parliament of Uganda, Uganda suspended said contract. The taxpayer ended up on the hook for UGX 109 Billion and a settlement agreement was entered in 2023. That’s nearly $30m in 2023 USD; a neat return for the contractor, a slap in the face to the taxpayer. You can find the story here: And here: Up to this day, no one has been held accountable for that loss. Some of the same players that appeared in parliamentary committee rooms from Ministry of Works & Transport are still swinging their suits into the same committee rooms today. There’s a sense of déjà vu in the air. The taxpayers are being slow walked into yet another expensive multimillion dollar loss. This, at a time when hospitals are understaffed and short of medicine, schools are falling apart and with them, our children’s futures collectively stolen, roads are calling for repair etc It’s a proper mess. Kiki naye? #ITMSSpotlight

Listening to this defense lawyer, Mr Sam Ssekyewa narrate the details of this case should make any reasonable citizen angry. Uganda Police Force is a criminal enterprise that actively frames people. -One, they falsified the age of one of the accused persons from 16 to 18 just so they could get him remanded in an adult prison for years. 2-For another suspect, the school administration, with the help of police, had him in Uganda Police Force custody on 10th Nov. The school burning happened on 11th but same police went ahead to draw a charge sheet with him being part of the accused persons. He’s been on remand to this day. 3-Forensics evidence used here by ODPPUGANDA was that the soil sample on the accused persons’ shoes matched the sample of the dormitory area. Shocker! The police provided no samples or even protocols used to arrive at that finding. If you’ve followed some forensics evidence reporting in Ugandan courts, you’ll know the state does this all the time. A question arises: if these kids went to the same school whose dorm they allegedly burnt, wouldn’t the soil sample on their shoes be similar to that of the school and dorm they sleep in? What kind of scientific madness is this? You might recall that this shoe soil sample thing was used to nail Akbar Godi but here, its use is a bit wild. We really need comprehensive #DPPReforms #EmptyTheJails

I don’t have a dog in this hunt but something doesn’t make sense here, Mr Bebe Cool. It’s very difficult for you to convince anyone that the Jolly Mutesi. #TeamPK who off the cuff, eloquently spoke to African Oxford Scholars ( see frame 1) is the same person who writes English sentences like the ones in frame 2. “I am do govt work at Rwanda high commission”…. It’s like you were chatting with a female Eddie Kenzo! I hope you have the right person coz if not, the defamation lawsuit that’s coming your way might wipe you out clean.

Joint Stock Limited, Number-plates, Security Cameras etc: Mafias Pushing an Agenda? A lot of people reacting to that parliamentary session have missed a lot of nuance. We’ve investigated this issue and while there are legitimate questions that must be asked of government’s dealings with Joint Stock Limited or any other major contractor at Ministry of Works & Transport, this really shouldn’t be one of them. When you listen to Mr Jim Muhwezi’s submission at the end, that’s where the fight is. It’s Mafias wanting a piece of the pie and being frustrated by the Russians. President Yoweri K Museveni and his team identified a challenge around security, revenue leakages in MV registration and road safety. They got a Russian company that has worked on setting up cameras and related road infrastructure in many countries. A company that’s heavy on the security front. They did some sort of contract with them that allows that company to invest in the entire architecture that underpins security and safety of person and property on the roads. The Russians invested, with the view of recovering some of their investment from speeding fines and stuff like that. This is not unusual and certainly not unlike investments like the Entebbe expressway one or the one NSSF said to be discussing with government on the Jinja Expressway. In order to operationalize this, they had to also throw in the numberplate issue, MV registration that Ministry of Works itself took from Uganda Revenue Authority and I believe MV inspection as well. Now, you might notice that each of those blocks that the President asked to be consolidated and handed to one player-for efficiency and lower cost-had a player or two. (Letter in frame 3 might give you a hint) So, the numberplate guys will fight, the guys who used to do security cameras will fight, MV registration guys will fight etc. They all have a way to access legislators, ministry officials and the press. You therefore end up with an echo chamber of misinformation and accusations of corruption and wastage of resources. To the outcomes; -Careful analysis will show you that Uganda Police Force now captures criminals faster if there’s video evidence. The President no longer complains so much about that. You might recall that when he had the Late Gen Lokech moved to Police, this was an issue he constantly complained about. That was around the time General Katumba was nearly killed by armed boda boda guys along Kisota road. That security bottleneck is clearly being solved. As an aside, you might recall that the President recently asked for firing and jailing of some guys who pocketed billions in security camera-related corruption. Dig deeper and you’ll understand why the Russians are being fought on that front. -URA is now more efficient in collecting taxes from car registration. It’s seeing an increase in this area, meaning revenue leakages are reducing. -The hundreds of thousands of boda bodas whose ownership one couldn’t trace and thus the types that were used to constantly commit drive by shootings have reduced etc You might notice that boda boda shootings aren’t so common these days; etc These are tangible wins from the President’s directive and insistence. But they won’t be spoken about because they don’t fit the agenda people wanna sell. That Ministry of Works & Transport leaders are in parliament seemingly acting oblivious isn’t an accident. These are economic fortune hunters that are likely part of the “mafias” that the President referred to in the video in Frame 2. The bungled rollout of EPS (which the President was referring to) and the subsequent blame game wasn’t an accident. It was the mafia at play. They did the same thing in frustrating the MV inspection project (SGS) and lost taxpayers more than 109 Billion. (See Frame 4). This deal messes up their bread. So, please don’t pay much attention to the noise of barking dogs. Just watch the wagon moving.

Assistant DPP Thomas Jatiko’s facial expression as the state’s key witness said he was stupid, is just comedy gold. They were cross examining him on whether there’s a primary source for the electronic evidence (audio/video recordings) he presented in court. He said there wasn’t; the same having been deleted. You might recall that recently, in the Katanga case, Justice Rosette Kania said court couldn’t accept any electronic evidence whose primary source couldn’t be traced. Not even with clear meta-data. The state essentially stopped a defense witness testifying on images he took at the Katanga residence. It was a controversial issue. This Dr Besigye/Lutale/ Oola case is now grappling with the same issue. The witness has testified on evidence whose primary source he acknowledged he didn’t have. Defense attorney: You just said you deleted. Orlando: Yes Defense attorney: Therefore, according to you, there’s no primary source Orlando: But as I stated to court, I might have forgot because I’m stupid, my Lord Defense Attorney: So, Mr Orlando, I put it to you that you’re stupid Orlando: Yes, my Lord. If you say so Justice Baguma: I will not allow that…

This is the pharmacy mafia disturbing Dr Charles Lugero who together with his colleagues (one of whom is very popular here) are building a hospital near Mulago. These are literally the same mafias who grabbed that Nurses’ land and put a giant pharmacy as you head to the Mulago Hospital gate. Rules don’t apply to them. They seem to have government officials in their back pockets.
