It's part of something called NPTEL, a government backed program that now hosts over 3,200 free university courses taught by professors at IIT and IISc, India's top engineering and science schools. Dr. S. Lakshmi Bala's course, Quantum Mechanics I, runs through the same material a physics graduate student would sit through in a paid semester: postulates of quantum mechanics, angular momentum, quantum optics, all of it filmed lecture hall style and uploaded for anyone to watch. No login wall, no certificate fee required to just watch, no tuition. Just a professor, a blackboard, and a camera that's been running since the early 2000s. Western universities charge thousands per credit for exactly this kind of course. India just recorded it and gave it away.
