ጤና ይስጥልኝ: ስሜ ኤርቪን ማሲንጋ ይባላል። በኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብሊክ የአሜሪካ አምባሳደር ሆኜ ሳገለግል ክብር ይሰማኛል። አሜሪካና ኢትዮጵያ የ120 ዓመታት የጋራ መከባበርና ትብብርላይ የተመሠረተ የረጅም ጊዜ አጋርነት አላቸው። ዛሬ እዚህ የተገኘሁት ስለ አሜሪካ ቪዛ ለማብራራት ነው። ሴክረተሪ ሩቢዮ እንደገለጹት ቪዛ መብት ሳይሆን ልዪ ጥቅም ነው። ይህ ልዩ ጥቅም የሚሰጠውም ለተወሰነ ዓላማ ብቻ ነው። ቪዛው የተሰጠበትን የጉዞ ዓላማ አለማክበር ከባድ መዘዞችን ያስከትላል። ለማንኛውም ወደ አሜሪካ ለሚጓዝ መንገደኛ በጣም አስፈላጊ ከሆኑት እና ብዙ ጊዜ በተሳሳተ ትርጉም ከሚረዱት መስፈርቶች አንዱ የአሜሪካ ቪዛ ሕግጋትን ማክበር ነው። የአሜሪካ ጉምሩክና ድንበር ጥበቃ ማንኛውም የውጭ አገር ዜጋ በአሜሪካ ውስጥ እንዲቆይ የሚፈቀ ድለትን የጊዜ ገደብ ይወስናል። ከተፈቀደው የጊዜ ገደብ በላይ መቆየት በይቅርታ አይታለፍም። ከተፈቀደልዎ የቆይታ ጊዜ በላይ በአሜሪካ ውስጥ መቆየት የሚያስከትላቸው መዘዞች የቪዛ መሠረዝን፣ ከአገር መባረርን እና ለወደፊት የቪዛ ጥያቄ ብቁ አለመሆንን ያካትታሉ። በተጨማሪም የተሰጠዎን ቪዛ በአግባቡ አለመጠቀምዎ ወደፊት ለኢትዮጵያውያን ተጓዦች ቪዛ ለማግኘት አስቸጋሪ ያደርግባቸዋል። የአሜሪካ ዜጎች የኢትዮጵያን የቪዛ ሕግጋቶች እንዲያከብሩና የቆይታ ጊዜያቸውንም እንዳያሳልፉ አጥብቄ እንዳሳሰብኩት ሁሉ በአሜሪካ ቪዛ ከቆይታ ጊዜያችሁ በላይ ባለመቆየት ኢትዮጵያዊ ወገኖቻቹን አግዙ! በአሜሪካ ውስጥ ያልተፈቀደሎትን የሕዝብ ጥቅም ተጋሪ አይሁኑ። ይህ ምን ማለት ነው? ፕሬዝዳንት ትራምፕ ወደ አሜሪካ የሚጓዙ ማናቸውንም መንገደኞች ለነዋሪነትም ሆነ ለንግድ ወይም ለቱሪዝም ለአጭር ጊዜ የሚቆዩ ሰዎች በገንዘብ ራሳቸውን የቻሉ መሆን እንዳለባቸው በግልጽ አስታውቀዋል። ይህም የአሜሪካ ዜጎች የሚያገኟቸውን የሕዝብ ጥቅማጥቅሞች ለመጠበቅ ይረዳል። ወደ አሜሪካ ለአጭር ጊዜ በቱሪስትነት ወይም የሕጋዊ ቋሚ ነዋሪ ወይም የአሜሪካ ዜጋ የቤተሰብ አባል በመሆን ለሚያደርጉት ጉዞ የሕክምና ወጪዎችን ጨምሮ ሁሉንም ሊከሰቱ የሚችሉ ወጪዎችን ለመሸፈን የሚያስችል በቂ የገንዘብ አቅም እንዳለዎት ያረጋግጡ። ይህም ለአሜሪካ ዜጎች የተዘጋጁ የሕዝብ ጥቅማጥቅሞችን ለመጠበቅ ይረዳል። የአሜሪካ የሕዝብ ጥቅማጥቅሞችን አላግባብ መጠቀም ፕሬዝዳንቱ ኢትዮጵያን ጨምሮ ለ75 አገራት ይሰጥ የነበረው የነዋሪነት ቪዛ እንዲቆም በቅርቡ ላሳለፉት ውሳኔ አንዱ ምክንያት ነበር። ሕጋዊ ጉዞን ለማመቻት ያለን ቁርጠኝነት የፀና ቢሆንም ሕግጋትን አለማክበር ግን ለድርድር የሚቀርብ ጉዳይአይደለም። ስለተረዳችሁኝ አመሰግናለሁ። መልካም ጉዞ ይሁንላችሁ!

ጤና ይስጥልኝ! ስሜ ኤርቪን ማሲንጋ ይባላል በኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብሊክ የአሜሪካ አምባሳደር ነኝ። በአሁኑ ወቅት በኢትዮጵያ የቆይታ ጊዜያችሁ በማለፉ ምክንያት የቅጣት ክፍያ እየተከማቸባችሁ የምትገኙ ትውልደ ኢትዮጵያውያን የአሜሪካ ዜጎች የኢትዮጵያ መንግስት ባቀረበው በጊዜ የተገደበ ዕድል እንድትጠቀሙ ላበረታታችሁ እወዳለሁ። የኢትዮጵያ ኢሚግሬሽንና ዜግነት አገልግሎት ትውልደ ኢትዮጵያውያን የአሜሪካ ዜጎች ወደ ሕጋዊ አሰራር እንዲገቡ ዕድል ሰጥቷል። ይህ ዕድል የሚቆየው ከመጋቢት 15 እስከ ግንቦት 15 ቀን 2018 ዓ.ም ባለው ጊዜ ውስጥ ነው። ዕድሜያቸው ከ18 ዓመት በታች የሆኑ ልጆች ቅጣታቸው ሙሉ በሙሉ ተሰርዞላቸው የኢትዮጵያ ተወላጅነት መታወቅያ ካርድ ወይም “ቢጫ ካርድ” ማግኘት ይችላሉ። ዕድሜያቸው ከ18 ዓመት በላይ የሆኑ አዋቂዎች በበኩላቸው ከቅጣት ክፍያው ግማሽ የሚሆነውን በመክፈል የኢትዮጵያ ተወላጅነት መታወቅያ ካርድ ወይም “ቢጫ ካርድ” ማውጣት ይችላሉ። የኢሚግሬሽን ቅጣት ያለባችሁ ትውልደ ኢትዮጵያውያን የአሜሪካ ዜጎች ይህንን አጋጣሚ በመጠቀም በኢትዮጵያ ያላችሁን የቆይታ ሁኔታ ሕጋዊ እንድታደርጉ አበረታታችኋለሁ። ከግንቦት 15 ቀን በኋላ ከኢትዮጵያ ለመውጣትም ሆነ ለኢትዮጵያ ተወላጅነት መታወቅያ ካርድ ለማመልከት ከተፈቀደ የቪዛ ቆይታ ጊዜ በላይ የመቆየት ቅጣትን መቶ በመቶ የመክፈል የግል ኃላፊነት ይኖርባችኋል። ጥያቄዎች ካሏችሁ የኢትዮጵያ ኢሚግሬሽንና ዜግነት አገልግሎትን አነጋግሩ ወይም የኤምባሲው የአሜሪካ ዜጎች አገልግሎት ክፍልን በኢሜይል አድራሻ [email protected] ማግኘት ትችላላችሁ። ለጉዳዩ ትኩረት ስለሰጣችሁ አመሰግናለው!

''ጤና ይስጥልኝ ኢትዮጵያን የምትጎበኙ የአሜሪካ ዜጎች! የእናንተ አምባሳደር እንደመሆኔ መጠን ኢትዮጵያ ውስጥ የሚኖሩ ወይም ኢትዮጵያን የሚጎበኙ ሁሉም አሜሪካውያን በዚህ አስደናቂ ሀገር ባላቸው ቆይታ ተገዢ የሚሆኑባቸውን የሀገሪቱን ህጎች እንዲያውቁ እና እንዲዘጋጁ በማድረጌ ክብር ይሰማኛል። ዛሬ እዚህ የሚገኙ ሁሉንም የአሜሪካ ዜጎች የሚመለከት አንድ ወሳኝ ጉዳይ ላይ ማተኮር እፈልጋለሁ፤ ይኸውም የኢትዮጵያን የኢሚግሬሽን ህጎች ማክበር ነው። በህዳር 2017 (እንደ ኢትዮጵያ አቆጣጠር) የኢትዮጵያ መንግስት የቪዛ ጊዜ አሳልፎ መቆየትን እና ህገወጥ ስደትን ለመቀነስ ሲል የቪዛ ጊዜ አሳልፎ የሚቆይ ግለሰብ የሚጣልበትን የገንዘብ ቅጣት በአንድ ቀን ወደ 30 የአሜሪካ ዶላር አሳድጓል፤ ይህም በፍጥነት ሊጠራቀም የሚችል ነው። የኢትዮጵያ ኢሚግሬሽን ባለስልጣናት ቪዛ አሳልፎ በመቆየት የገንዘብ ቅጣት ያለባቸው የአሜሪካ ዜጎች ዕዳቸውን ሙሉ በሙሉ በዶላር እስኪከፍሉ ድረስ ከአገር እንዳይወጡ ለመከልከል እንደሚችሉ እባክዎ ልብ ይበሉ። የአሜሪካ ኤምባሲ ቪዛ አሳልፎ በመቆየት ምክንያት የሚጣለውን የገንዘብ ቅጣት ለመክፈል ብድር የመስጠት ፍቃድ ከአሁን በኋላ የለውም። ስለዚህ በኢትዮጵያ ለቱሪስት ቪዛ ከሚፈቀደው 30 ወይም 90 ቀናት በላይ መቆየት ከፈለጉ ቪዛዎ ከማብቃቱ በፊት ከኢትዮጵያ የኢሚግሬሽንና ዜግነት አገልግሎት ዋና መስሪያ ቤት የቪዛ ማራዘሚያ ወይም የመኖሪያ ፈቃድ (በተለምዶ “ቢጫ ካርድ” የሚባለውን) ይጠይቁ። እዚህ ኢትዮጵያ የተወለዱ እና የአሜሪካን ፓስፖርት እንደ ብቸኛ መታወቂያቸው የሚጠቀሙ ልጆችን ጨምሮ የውጭ ፓስፖርት ያላቸው ሁሉም ልጆች ለቪዛ አሳልፎ የመቆየት ቅጣት ተገዢ ናቸው። ስለዚህ እባክዎ በኢትዮጵያ የሚገኙ የአሜሪካ ዜግነት ያላቸው ልጆች የአሜሪካ ፓስፖርታቸው ውስጥ የፀና የኢትዮጵያ ቪዛ ወይም “ቢጫ ካርድ” እንዳላቸው ያረጋግጡ። በኢትዮጵያ የምትገኙ አሜሪካውያን ሁሉ የኢትዮጵያን የኢሚግሬሽን ደንቦች እንድታከብሩ እና ቪዛዎቻችሁን እና/ወይም የመኖሪያ ፈቃዶቻችሁን ጊዜ ከማለፉ በፊት እንድታሳድሱ አሳስባለሁ። የውጭ ዜጎች በአሜሪካ ውስጥ ሲሆኑ ለአሜሪካ ህጎች ተገዢ እንደሚሆኑ ሁሉ በውጭ ሀገር በምትሆኑበት ጊዜ ለምትገኙበት ሀገር ህጎች ተገዢ መሆናችሁን አስታወሱ። ኢትዮጵያ ውስጥ በምትቆዩበት ጊዜ በህጋዊ ሁኔታ መቆየት በጣም አስፈላጊ ነው። ይህ እንደ ዓለም አቀፍ ዜጋ ያለባችሁ ግዴታ እና ኃላፊነት ሲሆን ከዚህም በላይ ገንዘባችሁን ለመቆጠብ ብልህ ውሳኔ ነው። ለዚህ ወሳኝ ጉዳይ ትኩረት ስለሰጣችሁ አመሰግናለው። መልካም ቀን!'' - አምባሳደር ኤርቪን ማሲንጋ Important Message for U.S. Citizen Visitors to #Ethiopia 👇
