He then makes another comment about his cabinet ministers, but the comments from the Croatian prime minister he was responding to is inaudible, so the context is difficult to make out. Regardless, it shows yet more contempt that Carney has for Canada's representative democracy. He'd like to have all the power in his own hands.

That was shameless and disgusting enough, but it only got worse. After suggesting his opponents are traitors to Canada, he said you should vote for him because he supports a united Canada, and suggests doing so would honour our soldiers killed in Wainwright this weekend. What a repulsive man. BC, it's time to get rid of him!
