We are at a perilous moment in the global AIDS response. Decades of progress are at risk as the world pulls back just when we need to push forward. Donor cuts have hit the HIV response like a shockwave. Prevention services are collapsing, treatment expansion has stalled, and community organizations—the backbone of the response—are being forced to shut down. Community-led services—our frontline defenders—have been devastated. Across eight countries, 89% of their funding came from bilateral donors, 10.9% from multilaterals, and less than 0.1% from domestic sources. When donors withdraw, communities are left with nothing. The human cost is stark. In 2024, 570 adolescent girls and young women were newly infected with HIV every day. Yet, 60% of women-led HIV organizations have lost funding or closed programmes. : From rising criminalisation, to shrinking civic space, to collapsing services, those most at risk are being abandoned. But let me be clear: the science shows we can end AIDS. The question is whether politics will allow us to. That is why the Multi-Stakeholder Hearing this week and the United Nations High-Level Meeting on HIV/AIDS in June matter so much. We need governments to rally behind an ambitious, actionable Political Declaration—one that can save millions of lives and put the world back on track to end AIDS as a public health threat by 2030. #HLM2026AIDS #UnitedToEndAIDS

Misleading. Legally, Uganda can ignore European Parliament but NOT without consequences. The Parliament influences funding decisions by the European Commission. It does not impose sanctions, but it can pressure the Council and Commission to do so. It can impact market access.
