This week, our warriors achieved important results in imposing long-range sanctions against Russian facilities that fuel this war. Ukrainian drones reached Siberia and struck the oil refinery in Omsk – nearly 2,500 kilometers from Ukraine. Now, no Russian oil refinery is beyond the reach of Ukrainian weapons. Our responses to Russian strikes also targeted oil facilities in the Saratov, Rostov, Tver, Stavropol, and Krasnodar regions, as well as in Tatarstan and Bashkortostan. An airfield in the Voronezh region and a strategic enterprise in Tver were hit. Drones were also used against facilities in the Moscow, Leningrad, and Bryansk regions. Our long-range sanctions plan against Russia is firmly on track. I thank all of the units involved for their accuracy!

We value Germany's leadership in strengthening our air defense through bilateral support and substantial contributions to the PURL initiative. Thanks to this, we are able to procure anti-ballistic missiles that are in short supply. This is especially important now, as Russia is counting on brutal ballistic strikes to enable it to continue the war. We are also preparing a Drone Deal with Germany and working to establish a joint European anti-ballistic system. I am grateful to Germany, and personally to Bundeskanzler Friedrich Merz Friedrich Merz, for the support and for the steps being taken toward European anti-ballistic defense. This is the only way to guarantee reliable protection of lives across Europe from missile threats.

We are preparing a major defense package for Ukraine and a strong step regarding Gripen fighter jets, which will definitely make our combat aviation more effective. I met with exiled Crown Prince of Iran Reza Pahlavi in Munich. Ukraine supports the Iranian people as they are fighting for their future; we also express our sympathy to all the victims of the Iranian regime. During our conversation, we focused on the situation in Iran and the areas where the Iranian people need support. We discussed the importance of strengthening sanctions against the Iranian regime and any other dictatorial regimes. We condemned the cooperation between Russia and Iran, in particular the supply of “shaheds” by the Iranian regime to Russia and the granting of licenses for their production. Such a partnership poses a real threat not only to Ukraine but to the entire region. I thank the Crown Prince of Iran for supporting Ukraine’s territorial integrity. It is vital to make every effort to protect human lives. Ukraine is ready to help on its part.

We discussed today how to do that. Second, to provide Ukraine with air defense and strengthen our cooperation to make Europe stronger. Enerhodar. We have recorded from Nikopol that the Russian occupiers have started a fire on the territory of the Zaporizhzhia Nuclear Power Plant. Currently, radiation levels are within norm. However, as long as the Russian terrorists maintain control over the nuclear plant, the situation is not and cannot be normal. Since the first day of its seizure, Russia has been using the Zaporizhzhia NPP only to blackmail Ukraine, all of Europe, and the world. I'm grateful to Lindsey for recognizing our warriors. The stronger Ukraine is on the battlefield, the greater the chances that diplomacy will ultimately succeed. And right now, it is important that our long-range sanctions pressure on Russia be reinforced through new sanctions steps by our partners. Lindsey briefed me on the work underway in Congress on the relevant bill. We also discussed our urgent air defense needs to protect our people. During the NATO Summit in Ankara, President Trump and I reached political agreements on licensing the production of Patriots in Ukraine. It is now crucial to implement all of this at the team level. I thank the United States, the President, and Congress for bipartisan and consistent support from both chambers.

I am grateful to Türkiye and to the Minister personally for the efforts to bring peace closer. Today, we discussed the diplomatic situation and the steps that could reinvigorate efforts to achieve peace. I also briefed the Minister on the situation on the battlefield, while he spoke about his diplomatic contacts at various levels. Of course, we also discussed bilateral relations and the implementation of the Free Trade Agreement between Ukraine and Türkiye. We expect trade between our countries to keep growing. Thank you for the visit and for your readiness to cooperate and advance peace.

Today, Ukraine’s new Government, headed by Sergii Koretskyi, began its work. His strength lies specifically in his work at state-owned energy companies. He came to Ukrnafta and changed the company’s processes after oligarchic control. Thanks to Sergii, Ukrnafta began truly working for our state. Naftogaz made it through a difficult winter, and despite all the Russian strikes, Ukraine remained supplied with gas. It is essential to be fully prepared for the next winter. Of course, we are investing as much as possible in Ukraine’s long-range capabilities and in our mid-range strikes to make it as difficult as possible for Russia to expand its offensive against Ukraine and drag out this war. But whatever the scenario, Ukraine must be fully prepared to protect lives and its people and ensure that we make it through the winter. This is the main shared Ukrainian task for the new Government. There will also be changes in our work with partners – agreements should be implemented faster.

In Odesa, two people were killed as a result of Russia’s overnight missile strike on a residential building. Five more people were injured, including three children. Everyone affected is receiving the necessary medical care. My condolences to their families and loved ones. Fifteen guided aerial bombs were used against the Sumy region. One person was injured in Sumy, and residential buildings and civilian infrastructure, including a library, were damaged. Our other regions also came under attack. In the Zaporizhzhia region, two people were killed and five more were injured in an air strike. In the Kharkiv region, three people were injured as a result of shelling. One person was injured in the Chernihiv region. The Kherson, Donetsk, and Dnipro regions also came under attack. In total, the enemy launched more than 130 attack drones and eight missiles against Ukraine overnight. It is important that every state institution and everyone involved in negotiations with partners on supporting Ukraine’s defense and resilience act with maximum speed and effectiveness. The implementation of everything agreed at the leaders’ level must be accelerated. Every defense package today is not just a number, but specific equipment that protects lives here in Ukraine every day. Today, we express our special gratitude to Keir Starmer, Prime Minister of the United Kingdom, with whom we've done a lot of serious work during the full-scale war. The United Kingdom has always stood with Ukraine and continues to do so. And we value that immensely. Thank you, Keir Starmer. Thank you to your team and to all the people of the United Kingdom. I awarded Keir the Order of Freedom in recognition of his personal leadership and support for our people. Prime Minister Starmer and I have had dozens of meetings, conversations, and decisions together. Today marks Keir's fourth visit to Ukraine as Prime Minister. Altogether, we've had 46 official meetings and calls alone – at least two every month. I am grateful for all the support provided to Ukraine during this time. Today, Keir and I discussed the key issues regarding the front line, our long-range operations, and our mid-range strikes. Ukraine has achieved significant success in these areas, and we will continue applying every form of such pressure on Russia to bring this war to an end and achieve a dignified peace. We will, of course, continue coordinating closely with our British friends.

As of now, two people are confirmed to have been killed in Kyiv in last night's Russian missile strike. My condolences to their families and loved ones. Five people have been injured, including a child. The Russians have damaged a residential high-rise, warehouse facilities, and vehicles. Russian strikes on the Kharkiv region have left four people injured. The region was attacked with drones and a guided aerial bomb. Ordinary homes and entirely civilian sites have been damaged, including a movie theater and tennis courts. In Sumy, a public park was struck, and in the region, a tractor brigade was targeted. Apartment buildings were damaged in Zaporizhzhia. Damage has been reported at power grid facilities in the Vinnytsia, Zhytomyr, Mykolaiv, and Donetsk regions. In total, the Russians launched 13 missiles, including eight ballistic ones, and 151 drones. This was already the sixth ballistic attack on Kyiv in July alone. Moscow is counting on ballistic terror and continues its strikes, so it's critical now to speed up deliveries of interceptors for our air defense. Every package matters, and everything we have agreed with our partners must arrive on time. The swiftness of these deliveries helps save our people’s lives and takes the fight out of Russia. Today, the Russians once again "vanquished" purely civilian sites – ordinary passenger buses in Odesa, ordinary apartment buildings in Zaporizhzhia, and an ordinary hospital in the Kharkiv region. Every single day of this war that Russia is waging against life only proves that supporting Ukraine is the right thing to do from every perspective – defense, political, and simply human. And everyone around the world sees it. They see that Ukraine needs more air defense, more protection for people's lives, and that the Russian authorities have gone insane over this war and are completely irrational in refusing to end it. But pressure on Russia must work. New sanctions against the aggressor, new support packages for Ukraine, new projects – like our European anti-ballistic initiative, FREYJA – all of this must work. Thank you to everyone who is helping. In the near future, there will be meetings and negotiations that must strengthen our defenses.

I thank the President of the United States for this political decision, which is already historic and will help save thousands of lives in Ukraine. Following the Ukraine–Southeast Europe Summit, I held meetings with the leaders of the participating countries Maia Sandu, Nicușor Dan, Александар Вучић, Bajram Begaj, Andrej Plenković, Janez Janša. With each of them, we had in-depth discussions about our bilateral relations and how to strengthen them, as well as the broader international agenda. Ukraine values the support of the countries of Southeast Europe, and we are committed to building reliable, strong partnerships. Together, we can do a lot to strengthen our shared security and advance our development. We have promising projects with nearly every country in the region. Moldova, Romania, Serbia, Albania, Croatia, and Slovenia – thank you for your solidarity. For the second time, the summit in this format has been held in Ukraine, and it is important that the leaders come to our country and see what Ukrainians endure every day. I am grateful that after our meetings the leaders visited the Kyiv-Pechersk Lavra, damaged by a Russian strike in June. We must continue pressuring the aggressor so that these attacks against life come to an end and a dignified peace can be achieved.

Russia wants to bring more evil and kill people. Please stay safe and heed any air raid alerts. I am preparing changes across our diplomatic efforts. We need a new quality of engagement with Ukraine’s partners to ensure the implementation of our agreements on weapons supplies. The agreements reached at the leaders’ level must be implemented much faster and in full. The U.S. and our agreement on licenses for the production of Patriots. Europe and our work to develop Europe’s own anti-ballistic capabilities, as well as other projects focused specifically on defensive cooperation. Also, the support packages for Ukraine that have been announced but, as of today, have not yet been delivered in full.

France. Today, important talks will take place here that can open up significantly greater opportunities for Ukraine to strengthen its defenses. Our top priority is anti-ballistic defense. We will present our Anti-Ballistic Program to our partners and, for the first time, hold a meeting at the level of leaders, national security advisors, and defense companies from countries that can make a concrete contribution to building a new anti-ballistic system. I will also meet with French President Emmanuel Macron and take part in the Coalition of the Willing meeting. We will work to give this format new momentum. The First Lady is scheduled to meet with the new Director-General of UNESCO to discuss the further development of the strategic partnership and expanding cooperation between Ukraine and the Organization within UNESCO's mandate. We will thank France for its historic support, and our service members will take part in the parade marking France's national holiday – Bastille Day. We thank everyone who stands with Ukraine.

Today, on Ukrainian Statehood Day, we are quite rightly devoting considerable attention to our relations with the European Union. We are working to open clusters in Ukraine’s EU accession negotiations. We are now really looking forward to the next European sanctions package – the 21st package – taking effect. We have done a lot to integrate our defense capabilities and production with those of Europe. Today, we also have the first document laying the groundwork for the Drone Deal – a major defense agreement between Ukraine and the European Union. This is a truly historic step in our relations. Going forward, we expect financial support from the EU for our Anti-Ballistic Missile Program. We also discussed today what Ukraine and the European Union need to do together to prepare for winter – energy remains a constant priority. Thank you, Ursula! Thank you to all our friends in Europe!

Our warriors continue imposing long-range sanctions on Russian enterprises and facilities fueling the war. An oil refinery was hit in Bashkortostan, approximately 1,300 kilometers from the front line. I thank the units of the Special Operations Forces of the Armed Forces of Ukraine and the Security Service of Ukraine for their accuracy. In the Krasnodar region, warriors of the Unmanned Systems Forces, the Defense Intelligence of Ukraine, and the Security Service of Ukraine struck the Afipsky Oil Refinery, approximately 400 kilometers from the front line. Mid-range strikes have also delivered results. In Gelendzhik, a patrol ship and a shadow fleet tanker were hit – effective work by the Ukrainian Navy, approximately 430 kilometers from the front line. Successful strikes were also carried out against three shadow fleet tankers in the Sea of Azov. I thank all our warriors whose successful operations are bringing the war back to where it came from. This war must be brought to an end, and all reasonable diplomatic proposals are on the table.
