WATCH | Vendors should respect our property, Borrowdale residents say …… residents decry property value depreciation HARARE — Borrowdale residents, one of Harare’s high-end, wealthy residential neighbourhoods, have called on vendors who have sprouted across the low-density suburb to move to formally designated vending areas, decrying the unchecked proliferation of informal markets is threatening the market value of their heavily invested properties. Speaking to ZiFM Stereo News on the sidelines of a feedback meeting in Borrowdale, Ward 18 Councillor Rufaro Matsika said the mushrooming vending sites, particularly around Helensvale, Drew Road, Chisipiti, along highways and byways, and at private residences’ doorsteps, were eroding the character of the suburb, while residents feared this could leave homeowners nursing losses on investments built up over the years. She added that residents were not opposed to vending, since it has been a source of livelihood for many people trying to earn a living, but wanted trading to be properly regulated. “We now need to work together, the vendors, the residents and ourselves as the local authority, to see amicable ways of maybe trying to alleviate that,” Matsika said. Councillor Matsika said Ward 18 had already identified potential sites for formal vending, although the available spaces would not be sufficient to accommodate every trader. “We just want maybe those who are from here, this area, who want to be vendors, those are the ones we can accommodate.” She said illegal vending and the sale of illicit goods and drugs required urgent attention. “Vendors are a part of us, but illegal vendors operating on undesignated places, selling illegal goods and drugs, we are at war,” she said. Borrowdale Residents and Ratepayers Association chairperson Robert Mutyasira warned that allowing food vendors to operate from every corner without access to water and sanitation facilities could expose residents to serious public health risks. “From a certain space, they must have ablution facilities and they must have water and they must be accountable to the local district office,” Mutyasira said. The concerns also come against the backdrop of a broader government push to restore order to Zimbabwe’s urban spaces, with Local Government and Public Works Minister Daniel Garwe calling for the removal of vendors operating illegally. The government has argued that uncontrolled vending is undermining Zimbabwe’s modern-city aspirations, while also frustrating waste-management efforts. Opposition MP demands US$150k housing loans for legislators • Chalton Hwende MP also calls for a salary increment for MPs BULAWAYO – Kuwadzana Member of Parliament, Chalton Hwende, says legislators must receive housing loans and suggested that the amount should be around US$150k for each member. He was contributing to the ongoing pre-budget seminar in Bulawayo, where he lamented the government’s failure to provide funds to allow MPs to build on residential stands they received from the government. "We received housing loans worth US$40k, but because of inflation and compared to what those in the Executive received, we also want you to budget a minimum of US$150k as a loan that will ensure an MP gets a house," Hwende said. He also criticized Finance Minister Professor Mthuli Ncube for failing to increase salaries for MPs. NEWS | SA says Zim's new Constitional Ammendment done deal, above board and not a SADC issue SOUTH AFRICA - South African Presidential Spokesperson Vincent Magwenya says the issue of extending President Emmerson Mnangagwa’s term of office is an internal Zimbabwean matter that falls within the country’s legal and constitutional processes hence a non-SADC issue. This comes as South Africa takes over as SADC chair amid opposition push to deal with the Constitutional Amendment Act that among other things, will see the term of office for the President and Parliament going until 2030. Responding to questions on the sidelines of the SADC Summit in Durban, Magwenya said the process had followed domestic legal procedures and therefore did not warrant intervention or comment from the regional bloc. Magwenya acknowledged that the matter had attracted differing views within Zimbabwe but said it had not developed into a crisis requiring SADC’s attention. “It’s not something that SADC will express a view on because it hasn’t constituted a crisis that the region needs to grapple with,” Magwenya said. “Obviously a process of that nature will draw some criticism, and there will be others that express grievance against it.” Magwenya said SADC’s position was guided by the fact that the process had been conducted through Zimbabwe’s domestic legal framework. The comments come after President Mnangagwa signed Constitutional Amendment Number Three into law on July 7, extending presidential and parliamentary terms from five to seven years. The amendment effectively moves the next general election from 2028 to 2030 and provides for the President to be elected by Parliament rather than through a direct presidential election. This also comes as Zimbabwe hands the SADC chairmanship to South Africa, which had been serving as the bloc’s interim chair since Madagascar withdrew from the chairship amid a political crisis. Sikhala arrested after Zanu PF warning • Marapira warning becomes reality HARARE – Four days after Zanu PF Director of Information Farai Marapira warned that Job Sikhala and Tendai Biti were scheming to cause chaos, Sikhala has been arrested in South Africa after police allegedly found explosives in his car. The 53-year-old former legislator was detained in Pretoria and is being held at the city’s main police station. He was reportedly arrested moments after meeting a group claiming to represent former DRC president Joseph Kabila’s party, who had offered to support his democracy campaign in Zimbabwe. Pictures circulating online show Sikhala sitting in handcuffs on a roadside barrier, with an elderly man believed to have been with him. Another photo shows what appears to be explosives wrapped in a yellow plastic bag. In an interview earlier this week, Marapira issued a blistering warning against Sikhala and Biti, accusing them of living off political instability and chaos. “These people have never written a single letter calling for dialogue, and I do not believe they ever will because they feed off chaos,” Marapira said. “When there is political violence, that is when they feed their families. WATCH: Trouble over dubious ownership of “big toys” HARARE - Authorities are stopping luxury vehicles in Harare to verify whether they are in the country legally and properly documented. The operation has been going on for days, with authorities believed to be involving the Vehicle Theft Squad (VTS) and other stakeholders. This follows fears of illegal vehicle smuggling, with some owners allegedly failing to properly purchase their vehicles and forging documents.
