The moment you open an app, Windows briefly pushes the CPU close to its maximum frequency for one to three seconds, finishes the launch work faster, and then drops back to idle. This is called “race to sleep,” and it is not a lazy trick. macOS and Linux already do similar things. CPU utilization does not spike the same way, so this is not your PC suddenly working harder forever. It is a short frequency burst to make Windows feel more responsive. I know people love mocking Windows performance, and often for good reason, but this one actually works.
