Video evidence in the second frame shows that the man was holding onto the neck of her dress and pulling it towards himself; a dress with a low neckline, which means that by pulling it away from her, he exposed her breasts to full public view. Anyone with a height higher than that neckline would have a clear view of that girl's breasts.
