It has been a privilege to collaborate with Amanda... Davies and Ghaleb Krame, Ph.D. on research that explores one of the most significant emerging security challenges of our time. We are honored that our paper, “A Framework for Predicting Adoption of AI-Enabled Autonomous Drone Capabilities by Transnational Organized Crime and Foreign Terrorist Organisations”, has been accepted for presentation at EMCIS 2026, the 23rd European Mediterranean & Middle Eastern Conference on Information Systems, to be held in Paris this August. What makes this particularly meaningful is that the research was completed and submitted well before the issue entered the center of public policy discussions in Washington. Our study examined the pathways through which transnational criminal organizations could evolve from conventional drone operations toward increasingly autonomous and AI-enabled capabilities. Using structured comparative analysis and open-source intelligence, it identified conditions under which such technological adoption could accelerate. Just on June 2, 2026, during testimony before the U.S. Senate Foreign Relations Committee, Secretary Marco Rubio warned that Mexican cartels are already employing drones and that these capabilities could ultimately threaten U.S. interests. While academic research does not seek to predict headlines, its purpose is to identify emerging risks before they become strategic realities. The growing attention from policymakers underscores the importance of rigorous, evidence-based analysis at the intersection of artificial intelligence, autonomous systems, and transnational security. We are grateful to the EMCIS reviewers and organizers for recognizing the contribution of this work and for fostering serious discussion on challenges that will increasingly shape the security landscape of the coming decade. I met with representatives of the American think tank... Hudson Institute and informed them about the consequences of Russian strikes in recent days. In light of these attacks, it is particularly important to bolster Ukraine’s air defense, and we are grateful to the United States of America and to all caring Americans for their support of Ukraine, which we have felt throughout all the years of this full-scale Russian aggression. During the meeting, we discussed cooperation with the U.S. Congress, diplomatic work to achieve a dignified peace, and the importance of active U.S. participation in the negotiation process. We are counting on an end to the pause in the negotiations and the reinvigoration of diplomacy. This is important for saving the lives of our people and restoring security in Europe.show more

I presented the Victory Plan to the President of... the Council of Ministers of Italy, Giorgia Meloni. We had a very productive discussion today, covering all aspects of the Plan. The key is to strengthen Ukraine’s positions and relations with our closest partners, ensuring we create the necessary conditions and a fair atmosphere for honest diplomacy. I am grateful for the preparations for the Ukraine Recovery Conference, which will be held in Italy. It is important for us that Italian businesses are significantly represented in the reconstruction projects in Ukraine. I greatly appreciate our exchange of views today on the prospects for global developments and the immediate political outlook in partner countries. I would also like to extend my gratitude for the security assistance Italy has provided to Ukraine, particularly the air defense systems that are saving lives in our cities and villages. Today, Giorgia and I also discussed the preparation of a new security package. We deeply value Italy’s efforts at the G7 and EU levels to ensure international law remains effective and that our Europe stays strong. A substantive meeting with Rob Jetten. Thank you, Rob,... for all your support for our people and your readiness to work together on solutions that will help protect lives. Without a doubt, Europe needs its own anti-ballistic capabilities so that the European way of life can be fully protected. We discussed what has already been accomplished together with our partners in this regard. The Prime Minister and I also signed a full-fledged drone cooperation agreement – a Drone Deal. It will create even more opportunities for joint production and technological development, and, most importantly, bring greater consistency to the exchange of expertise and the export of weapons. I am grateful to the Netherlands for the assistance that has helped protect and support thousands upon thousands of our people's lives from Russian strikes.show more

Key meeting of the day. A very important conversation... with U.S. Secretary of State and Acting National Security Advisor Marco Rubio — one of the key architects of American foreign policy. Together with Prime Minister Yulia Svyrydenko, Secretary of the National Security and Defense Council Rustem Umerov, First Deputy Minister for Foreign Affairs Sergiy Kyslytsya 🇺🇦, and Ukraine’s Ambassador to the United States Olga Stefanishyna, we discussed preparations for the meeting between the Presidents of Ukraine and the United States, scheduled for this Friday. We exchanged views on what a long-term security architecture should look like — not only for Ukraine but for all of Europe. The leadership of the United States and personally President Donald Trump made peace in the Middle East possible. This is the kind of vision the world — and Ukraine in particular — needs today. I met with Moldova’s Deputy Prime Minister and Minister... of Foreign Affairs, Mihai Popșoi. I was pleased to welcome the Minister to Ukraine’s annual meeting of ambassadors. His presence reflects the fact that Ukraine and Moldova share many foreign policy priorities, particularly in the areas of security and European aspirations. It is important that we continue moving forward together across the full range of our shared objectives. We also discussed a number of practical projects that can and should be implemented, including in infrastructure and energy. For us, these are first and foremost matters of security and mutual assistance. I am grateful to Moldova for its consistent support for our people and our defense.show more

I met with the President of Latvia, Edgars Rinkēvičs.... Security cooperation was our main focus. We count on signing an agreement with Latvia in the Drone Deal format to build a multi-layered air defense system against different types of threats. I proposed this cooperation to the President. We will send our experts to Latvia to exchange experience and provide direct assistance in protecting the airspace. It is important to work together to strengthen Europe’s defense. We also discussed the overall security situation in the region. The initial cause of all challenges and threats is Russia and its aggression. I am grateful that we share a common position on this. Special attention was given to diplomatic work and Ukraine’s European integration. It is important to open all negotiation clusters as soon as possible, and there are now favorable conditions for this. Latvia consistently supports us in this regard, and I am grateful for it.show more

The U.S. Special Presidential Envoy for Ukraine, General Keith... Kellogg Keith Kellogg, is in Kyiv today. I am grateful for a constructive meeting. We discussed various vectors of cooperation – how to achieve real peace and guarantee Ukraine’s security. These include projects within the PURL initiative for financing production and procurement of Patriot systems, strong bilateral agreements on co-production of drones and weapons that we have proposed to America. We count on a positive response from the United States. We had a substantive discussion on stepping up pressure on the Russians and what we can do together with partners in tariff and sanctions policy to enable a meeting at the leaders’ level at the earliest and bring this war to an end. A trilateral leaders’ format is undoubtedly the most effective. We also discussed the return of abducted Ukrainian children, international cooperation on this track, and the conditions in which our children are being held. I expressed condolences to the American people over the horrific murder of Charlie Kirk and thanked President Trump for his condolences and response to the brutal murder of Ukrainian citizen Iryna Zarutska in North Carolina. It is important that justice prevail every time violence seeks to take hold. We are also preparing for the 80th session of the UN General Assembly in New York. We discussed planned events, coordination between Ukraine and the U.S., and work within the Coalition of the Willing. We are working on potential meetings and various formats.show more

I had a good meeting with U.S. Special Presidential... Envoy, General Keith Kellogg Keith Kellogg. Ukraine is deeply grateful to the United States for its support, and we value that President Trump President Donald J. Trump is so determined to achieve real peace. It is very important to realize all the results—political, defense, and economic—that were achieved during our meeting together with European leaders in Washington. Undoubtedly, it was a successful Summit, a demonstration of true unity between Europe and America. Ukraine, as always, is uniting the world. We value the United States’ readiness to be part of the security architecture for Ukraine, and our teams are actively working on shaping it. We expect that the key foundations of security will be defined shortly. We discussed how we can influence the Russians, compel them to engage in real negotiations, and end the war. Sanctions, tariffs—everything must remain on the agenda. We are ready to engage in a format of leaders. This is the format needed to resolve the key issues. Now, the same readiness is needed from Moscow. Military cooperation is important for both Ukraine and the United States, and there are two strong opportunities—an agreement on arms procurement and an agreement on drones that could significantly strengthen our arsenals. We are maintaining momentum in our work within PURL. This is an important instrument for procuring American equipment funded by partners, and we are now actively working on engaging additional countries. And, of course, the humanitarian track. The return of all abducted children. We strongly hope that America, President and the First Lady of the United States First Lady Melania Trump will continue to make personal efforts to bring back all children illegally abducted by Russia. A team of Ukrainian experts is working in Qatar,... sharing our experience and expertise. I met with our team here today and received a briefing on their work. Our experts have already conducted an overall assessment of the security situation, Qatar’s capabilities to counter aerial threats, and have developed concrete solutions to strengthen the protection of its airspace. And today, during my meeting with the Amir of the State of Qatar, Sheikh Tamim bin Hamad Al Thani, it was important for me to hear such a high assessment of our team’s work and appreciation for their consultations. Ballistic missile and drone attacks are currently the biggest challenge here in the region. And while only air defense systems can effectively counter ballistic threats, in Ukraine, we have developed other, significantly more cost-effective solutions to combat drones. These solutions have already proven their effectiveness against various types of drones, which is why Qatar is so interested in our experience. Ukraine has always said that we are ready to share our expertise and help those who can also help us strengthen our own protection in Ukraine. Qatar is ready for long-term cooperation across various areas. It is important to restore stability in the region so that no one suffers from Iran's terrorist strikes. And we support an approach where, by helping one another, we increase security worldwide.show more

The sixth meeting of the Coalition of the Willing.... Together with our partners, we supported the efforts of U.S. President Donald Trump to end the war, stop the killings, and achieve a just and lasting peace. I am grateful to the partners for our shared position: the path to peace cannot be determined without Ukraine, and negotiations can only yield results if they take place under a ceasefire. I am also grateful for the active support of our state as long as Russia has not agreed to a ceasefire. I called on our partners to finance Ukrainian drone production to enhance our country’s defense capabilities and to join the new NATO PURL instrument for the procurement of U.S. weapons. During the meeting, we coordinated the next steps and agreed to continue working in close contact between Ukraine, all of Europe, and the United States. During a meeting with President of Türkiye Recep Tayyip... Erdoğan in Istanbul, we discussed bilateral relations between our countries, as well as the situation in Europe and the Middle East. It is important that joint and coordinated actions strengthen the protection of life and help deliver greater security to people in every part of the world. We agreed on new steps in security cooperation. This primarily concerns areas where we can support Türkiye – expertise, technology, and experience. There is firm political readiness to work together, and our teams will finalize the details in the coming days. We discussed practical steps to implement joint projects in developing gas infrastructure, as well as opportunities for joint development of gas fields. I am grateful to the President and the people of Türkiye for their consistent support for our independence and territorial integrity. I am grateful for all the support France has... provided to Ukraine, and for Emmanuel Macron personal support. Today, Emmanuel and I spoke primarily about security of Ukraine and Europe, as well as global security in light of the events in the Middle East and the Gulf region. Of course, today and always, Emmanuel and I maintain substantive coordination on issues related to our protection in Ukraine and our defense. We devote significant attention to joint defense production. We discussed both bilateral projects and the SAFE instrument. We identified steps and specific decisions that can deliver strong results. This concerns both air defense and combat aviation. It is important to continue putting pressure on Russia over this war in order to achieve genuine security and a lasting peace. The European Union’s resolve, and that of other partners around the world, must remain firm – it must work in a way that leaves Russia with no illusions. Russia must end this war. I am grateful that her first trip was here to Ukraine – a truly powerful signal of support. We had detailed discussions on urgent matters: next steps within the Coalition of the Willing and the development of security guarantees with a particular emphasis on a strong Ukrainian army; further defense support; the implementation of the agreement to produce in the UK interceptor drones designed in Ukraine; strengthening air defense; and long-range capabilities. I thank the United Kingdom for today’s sanctions package against Russia. It is essential to keep building this pressure so that Russia’s war machine is ultimately brought to a halt.
