Из публикации вы узнаете, как в главном курортном городе России сформировалась и действует группа влиятельных лиц, силовиков, обладающих властью, ресурсами, и связями, которая прикрывает и защищает Напсо. В обмен Напсо обеспечивает их деньгами, элитным жильем, устраивает для них «закрытые вечеринки» и т.д. А они «не замечают» все то, что творит Напсо. Даже когда он спалил здание суда, где находились тома дела в отношении него и окружения. Остановимся на изначальных причинах доверительного отношения власть имущих к словам и действиям Напсо. Путь становления Напсо пролегал по знакомствам с нужными людьми, облеченными властью и погонами. Так, со слов источников, некоторые из силовиков знакомы с ним еще с юности: Земляк-сочинец Напсо и по совместительству начальник ОБЭП Сочи Евгений Кравчук, как отмечают местные застройщики, фактически контролировал значительную часть предпринимательской деятельности в городе: без его «благословения» вести бизнес было практически невозможно. Такая система позволила ему стать одним из самых обеспеченных людей Сочи и приобрести объёмы недвижимости, сопоставимые, а порой и превышающие активы самих застройщиков. Впоследствии один из объектов из “пула Кравчука” был передан в качестве подарка вступившему в должность начальника ОБЭП края Павлу Залуцкому. В свою очередь Напсо, по словам предпринимателей, хвастался тем, что лично занимался обустройством этой квартиры, оснащая её дорогостоящей бытовой и электронной техникой, бравируя тем, что «теперь и ОБЭП края у него в кармане». Напсо неоднократно видели в компании начальника УВД Сочи, генерал-майора Сергея Огурцова — как в его служебном кабинете, так и в различных заведениях города. В собственном окружении он при этом не скрывал и даже хвастался тем, что через ДРСУ и аффилированные предприятия участвовал в строительстве дома для Огурцова. Кроме того, как рассказывают источники, подобные услуги он оказывал и бывшему мэру Сочи Алексею Копайгородскому, его заместителям, а также ряду высокопоставленных должностных лиц — не только краевых, но и федеральных структур. Речь шла не только о подарках в виде квартир, их обустройстве техникой и проведении ремонтов, а и об организации дорогостоящих банкетов, предоставлении элитного автотранспорта, как в пользование так и в качестве подарков, пафосных перелетах на арендованных вертолетах, бесплатном размещении в отелях как самих чиновников, так и их приближённых — жён, любовниц и детей. Всем этим Напсо любил хвастаться, подчёркивая своё влияние и близость к высокопоставленным фигурам. В этой связи можно предположить, что подобная информация, о которой Сафарбий говорил открыто, воспринималась им как подтверждение собственной значимости — своего рода актив, который он демонстрировал в кругу близких.
