Russia's recent missile strikes on Ukrainian territory (and in particular the massive strikes on #Poltava, #Sumy, #Lviv) clearly indicate a change in "missile tactics". Strikes are carried out strictly on city centers, on residential neighborhoods or compact housing developments, as well as directly on educational/medical institutions. Strikes can be twin strikes (one civilian target - double strike after some pause to cover a rescue civilian mission). Absolutely an elaborate tactic for large-scale deliberate destruction of civilians. The goal is obvious: to intimidate, to shock, to prove that there are no limits to direct genocidal practices. Such strikes are a direct consequence also of the "phenomenon" that international jurisdiction does not work; there are no punishments, no isolations, and the supply of anti-missile weapons to #Ukraine, the joint build-up of the Ukrainian anti-missile system, and the lifting of bans on strikes deep inside #Russia are still problematic...
