As conflicts persist, as new threats emerge and as old institutions falter, the pursuit of global peace and security has never been more urgent or more complex. The United Nations, in particular the Security Council, is the preeminent instrument for the maintenance of international peace and security. Yet, it has too often failed to meet the challenges of today. In responding to these challenges – ranging from humanitarian crises to open acts of aggression – the Security Council has become too rigid, too narrow and too disconnected from today’s multipolar realities. Reform is a necessity. The Security Council must be made more democratic, more regionally representative and more accountable. All the officials and the security services called and said that China was a significant threat. That was sufficient to give to the CPS, not even by ministers but by officials. The question is: why wasn’t it? But the question I really wanted to ask today concerns this absurdity about the role, or lack of role, of the National Security Adviser. The government says he wasn’t involved in any matters of substance — but isn’t it the role of the National Security Adviser to be involved in all matters of substance when it comes to national security? So, what’s the point of a National Security Adviser who does not involve themselves in matters of national security, as in this case? Instead, we are meant to believe that the Deputy National Security Adviser is allowed, in this case, to involve themselves in substantial matters of national security, but not apparently discuss these substantial matters of national security with the National Security Adviser. This does seem to be an absolute matter of substantial absurdity.

Today, my meeting with the President of Romania, Nicușor Dan, focused primarily on strengthening the energy and economic capacities of both our nations so that together we can do more for the national security of our states. We are working to expand cross-border energy cooperation – building two new power transmission lines with Romania. Equally important is our ability to pursue projects together in resource extraction on the Black Sea shelf. Today, we also discussed projects in the oil and gas sector that can support us now, including in light of the challenges related to the Middle East. We reviewed opportunities for transporting American LNG to Ukraine via Romania. We are also working to open new border crossing points – and this will be achieved already this summer. I thank Romania for its principled position throughout all these years of Russia’s full-scale war. Ukraine and Romania are natural strategic partners. The geography of our region, the security challenges we face, and the economic needs of our peoples all point to one conclusion: cooperation between us must only grow stronger.

And the first one is clearly a credible Ukrainian army for the years and decades to come. And the second one is our own commitments, all of us. You can be sure that Europeans are very lucid about the fact that they have their fair share in the security guarantees for Ukraine, but their own security is clearly at stake in this situation.
