The UCC will not be applicable for both hills and plains regions. The code aims to establish uniform rules on marriage, divorce, inheritance and adoption. The attacks were orchestrated by Dawood Ibrahim, who continues to enjoy safe haven in Pakistan. Then came the dastardly 26/11 terror attacks, when 10 Lashkar-e-Taiba terrorists unleashed coordinated Islamist violence across Mumbai from November 26 to 29, shaking the conscience of the nation. Now add to this the disturbing demographic projections. According to a TISS report, Mumbai is steadily losing its demographic balance. Building a Skilled Maharashtra for a Stronger Future! Inaugurated the Nagpur Skill Centre today along with Hon Union Minister Nitin Gadkari ji. Established through the collaboration of AID and Tata, the centre will equip youth with industry-oriented skills and create a future-ready workforce. Under the visionary leadership of PM Narendra Modi Ji, skill development has become a national priority. Maharashtra is further strengthening this vision through a dedicated Skill Development Department, ensuring closer collaboration between the government, industry and educational institutions to enhance employability. The state's expanding healthcare, solar energy, EV and alternate fuel sectors are creating significant demand for skilled professionals. Maharashtra has become the first state to supply agricultural power through a 16,000 MW Agri Solar network, with 2000 solar feeders expected to generate demand for at least 50,000 trained solar technicians. To prepare youth for emerging industries, the state is partnering with the Tata Group and Ratan Tata Maharashtra State Skills University to provide training ranging from basic skills to advanced technologies such as Artificial Intelligence and Quantum. More skill centres will be established across Maharashtra to support continuous upskilling. Approval has also been granted to establish a state-of-the-art Skill University in Nagpur. The university will feature specialised schools in collaboration with leading corporates and expert institutions, ensuring students graduate with industry-ready skills and placement opportunities. With Nagpur and Vidarbha emerging as hubs for solar modules, EVs, coal gasification, carbon capture and steel manufacturing, the focus remains on creating a skilled local workforce. Maharashtra currently operates around 2500 Skill Development Centres, training nearly 4 lakh youth. According to the Skill India report, 75% of trainees have secured employment, with the target of increasing this to 90%. To further strengthen skill development initiatives, presided over the signing and exchange of an MoU between the Association of Industrial Development (AID) and the National Academy of Defence Production (NADP), Nagpur. This partnership will foster stronger industry-academia collaboration, promote innovation and experiential learning, support the MSME and vendor ecosystem, and develop a future-ready talent pool for the defence manufacturing sector. Should the taxpayer still bear the burden of proof in instances where a tax dispute with the Revenue Authority is based in pre-populated & third party data? In my submission before the National Assembly's Finance & Planning Committee on behalf of the Tax Research Centre at Strathmore University, I argue that Finance Bill 2026's proposals seeking to anchor Incomes & Expenses Validation in law will be incomplete if they do not include a proposal for the the Revenue Authority being saddled with the burden of proof in such instances. Here's why: · Finance Bill 2026 proposes to amend Sec75 of the Tax Procedures Act to provide that the Revenue Authority may use technology to pre-populate tax returns on behalf of a person required to submit or lodge a tax return · Finance Bill 2026 further proposes that a person required to submit or lodge a tax return may rely on pre-populated return generated by the Revenue Authority to file their return · Finance Bill 2026 proposes to amend Sec112 to provide that the Cabinet Secretary of the National Treasury may make Regulations for the procedure for the submission or lodging of returns based on pre-populated tax returns generated by the Revenue Authority Here's where the problem is: · In all this, Sec56(1) which provides that "In any proceedings, the burden shall be on the taxpayer to prove that a tax decision is incorrect" remains unchanged · Sec56(1) is predicated on the fact that Kenya has been running on a self-assessment based regime & the data upon which tax disputes emerges was held by the taxpayer · With Incomes & Expenses Validation & the onset of a Dual Assessment regime in Kenya, taxpayers are now exposed not just to errors of judgement & data on their part, but also errors of technology & transmission which are out of their control · Can we really still have the burden of proof lying exclusively with the taxpayer in an environment where tax compliance has shifted from a function of record keeping to one where system integration reliability is now a key factor?
