This is just kinda stupid. There are an endless number of rational reasons why normal people wouldn’t want to upend and destabilize the system they live within.

The first part about being concerned about being the "old man out" hence not taking action. That will eventually be overcome, when survival instincts kick in. Every tyranny was able to disarm the civilian population during the slow frog boil, BEFORE the survival instincts of the population kicked in. But they still haven't disarmed the civilian pop of the USA, to an extent, that they (the elite) would survive. We are now at the point where events are set in motion, in such a way, where even the elite can no longer alter the course away from this event. And they are furious that they were not able to disarm the civilian pop enough.

It's a strategy old as time because it always works. Empires still collapse under the weight of fiat but the bankers don't care. They making money during both the rise and fall of empire. Then they start over somewhere else. Lather, rinse, repeat.

There is one more issue not mentioned here. One big issue is that many commoners idolize and will happily boot lick, they want to be one of the elites that are oppressing everyone and creating all this chaos
