Many complain about us only catching mobile phone drivers when they're stationary at traffic lights. So what I did here, having observed this driver at the previous traffic lights using their phone, is wait for them to move off. Funnily enough, they hadn't put their phone away. Pretty sure that mobile phone users stopped at traffic lights, will just carry on using their mobile phone when moving along. Thus pretty sure that capturing mobile phone drivers at traffic lights, is a GOOD thing, as it will stop them using their mobile phones when in motion too. Q.E.D.
