But why is the police harassing a suspect and tirn to arrest suspects involved in mob justice, doesn’t this kind of acts encourage mob justice?

To be honest, I sometimes dont understand why some police officers will still physically assault or let civilians assault someone in cuffs. This person is already in cuffs, and from the video he wasn't resistant to the arrest. What should be done properly in this situation?
